Description
DoD Minimum Antiterrorism Standards for Buildings, new attachment for seed project #2. This was discussed in the Questions and Answers document regarding windows. Revised concept drawing for Seed Project #2 (Built-in-cabinets) Revised concept drawing for Seed Project #2 (Arch-3) Revised concept drawing for Seed Project #2. Revised SOO for Seed Project #2, Renovate DV Quarters and Repair Fire Detection DV Quarters. Revised drawings follow. Revised SOW for Seed Project #1, Alter Sanitary Sewer Bulk Fuel Storeyard. Includes changes discussed in the Questions and Answers document. SABER Solicitation FA4661-10-R-0002-0001. Solicitation with amended attachments to follow due to changes in Sections L and M, as well as Statement of Work changes for the seed projects. Proposals are due 15 Jun 10 at 2:00 pm CST. A site visit will be held on 2 Jun 10 at 1:00 pm CST for interested offerors. Offerors who wish to attend must send their Contractor Reservation Form by 2:00pm CST on 25 May 10 to kristine.baldwin@dyess.af.mil. The same subject material will be discussed as the 21 Apr 10 site visit. This acquisition is a HUB Zone competitive set-aside for a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) Contract for Simplified Acquisition of Base Engineering Requirements (SABER). This acquisition is being synopsized under North American Industry Classification System (NAICS) Code 236220, Commercial and Institutional Building Construction. All other firms are deemed ineligible to submit offers. Small business size standard is $33,500,000.00. The contract will list a wide variety of individual construction tasks as listed in the MEANS Facilities File. The work requirements to be performed by the contractor consist of, but are not limited to, a broad range of maintenance, repair, minor and new construction/alteration and renovation work on real property at Dyess Air Force Base, TX. All work shall be in conformance with the requirements of the contract including furnishing all materials, labor, plant, tools, equipment, transportation, supervision, management and other services (including engineering/technical design support), items and incidentals necessary thereto. The work is required in support of the 7th Civil Engineering Squadron, Base Civil Engineering activities. During the contract period, the 7th Civil Engineering Squadron will identify construction tasks required to complete each specific job and Operational Contracting will negotiate and issue individual task orders to the contractor to complete those jobs. The contractor will be provided a lot to maintain a management office on Dyess AFB. The contractor will be required to be available every weekday to receive task orders and provide other management services related to accomplishing individual task orders. Individual task orders will vary in size and complexity with the following project magnitudes and number of days associated with contract response: SMALL (Under $250,000/7 days), and LARGE ($250,001 to $750,000/14 Days). The task orders will include a variety of trades, such as carpentry, road repair, roofing, excavation, interior and exterior electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete masonry, and welding. Place of Performance: Dyess Air Force Base, Texas. Period of Performance and Magnitude: The performance period is one (1) base period with four (4) option years. Multiple awards for this requirement will not be made. The estimated contract magnitude is between $10,000,000 and $25,000,000. The guaranteed base year minimum is $25,000. The proposed contract is 100 percent small business set-aside for SBA Certified HUB Zone contractors performing in the NAICS Code 236220, Commercial and Institutional Building Construction. Only SBA certified HUB Zone firms that have the NAICS Code 236220 among their approved codes will be considered for award. The Government intends to award on a best value Performance Price Tradeoff basis. The solicitation will be issued via Fed Biz Opps at http://www.fbo.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. Telephone requests will not be accepted. You must register on the Fed Biz Opps web site in order to receive notification of changes to the solicitation. Prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. The CCR site is http://www.ccr.gov. When the solicitation is downloaded, it is important to read the solicitation COMPLETELY, as there are milestones that MUST be met by the prospective offeror in order for the proposal to be considered responsive. There will be no preannouncement of when the solicitation will be available; however, the issuance date for this solicitation is anticipated to be posted mid-April 2010 with a closing date 30 days after issuance. A pre-proposal conference and site visit will be held on 21 April 2010 09:00 AM CST. The solicitation will include information for prospective offerors to submit in order to attend. The attached solicitation has several changes, including updates in Sections L and M, as well as revised Statements of Work/Objectives and attachments for both seed projects as outlined in the Questions and Answers document. The guaranteed minimum for this contract is $25,000 for the life of the contract. Carefully review the amended solicitation and attachments for all changes. There will be a site visit held on 2 Jun 10 for offerors to view the project sites. This site visit will cover the same information presented in the 21 Apr 10 site visit. Interested attendees must send the Contractor Reservation Form to kristine.baldwin@dyess.af.mil by 2:00 PM CST on 25 May 10.
