- This announcement is for the purpose of soliciting construction firms for the construction of Upgrading existing runway with asphaltic or concrete paving to allow for safer aviation operations. Project includes removal of existing gravel runway and placement of new pavements, repairing shoulders, addressing runway drainage, installing new runway lighting system and installing new taxiway to rotary wing parking located at Camp Salerno, Afghanistan. The contractor shall comply with all base security requirements. A firm fixed price contract will be awarded to a prime construction contractor. The magnitude of the project is between $10,000,000.00 and $25,000,000.00. A Bank Letter of Guaranty will be required. PROPOSAL PERIOD: The solicitation is scheduled for release on or about 01st June 2010. The proposals will be due on or about 30th June 2010. Contract award is scheduled not later than 16th Aug 2010. PROJECT SCOPE: The project will upgrade and pave the existing runway at FOB Salerno. The project will include pavement of existing runway, paving turn around on end, rotary wing taxi way pavement and updating existing airfield runway lighting. Upgrade and extend 5,000ft gravel runway with a 6,000ft concrete runway on an existing airfield to provide all-weather C-17 capability. Project includes removal of 5,000ft of gravel and placement of additional 1,200ft of asphaltic concrete and overlaying the remainder 4,800ft of the runway, removal and replacement of the taxiways and repairing shoulders on all taxiways and the runway. Construct runway and taxiways at Camp Salerno, Afghanistan. The existing are gravel and require upgrade with overlay. Salerno Airfield is a critical hub for military operations in Afghanistan in support of Operation Enduring Freedom. The project will be delivered using a design-build approach. Concept design-build civil drawings and technical requirements will be provided. All work identified in the Scope of Work shall be completed within 500 calendar days from the Notice to Proceed. Information on a site visit and instructions to obtain access to the site will be provided in the solicitation. PROPOSAL PROCEDURES: The Request for Proposal (RFP) will only be issued to prime construction contractors. Copies will not be released to suppliers, subcontractors, plan rooms, home addresses, or Google accounts. The Lowest Price Technically Acceptable (LPTA) contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the solicitation. This acquisition will result in a single fixed price construction contract awarded based on LPTA determination. PLANS AND SPECIFICATIONS: This is an electronically issued solicitation. The Government proposes to post the RFP to a file transfer protocol (ftp) site and be pass word protected.
