Centre City Pkwy Ste I, Escondido, CA 92026 (16) Description. Due to a differing site condition, wet subgrade, cement treatment of the subgrade was required to allow compaction of the aggregate base in order to repair badly deteriorated roads, reducing future costly replacement and improving staff and visitor health and safety. In the interest of keeping the project moving a modification was completed reducing the scope and re-allocating the funding to the unforeseen condition while funding was sought. This modification is to re-incorporate the reduction in scope after the funding was located and resourced.
