Description
NASA/GSFC has a requirement for Hydrazine Compatibility Testing of Ten AluminumSpecimens. This testing is being performed to evaluate the effect on hydrazinedecomposition rate of tungsten and copper trace elements on the Inside Diameter ofpropellant management device (PMD) porous element holes. The trace elements are depositedduring electrical discharge machining (EDM) hole drilling. NASA/GSFC intends to purchase the testing from Angeles Crest Engineering Inc. (ACEI)pursuant to Far 13.106 for the acquisition of supplies or services determine to bereasonably available from one source. The Global Precipitation Measurement (GPM) project is developing a new hydrazinepropellant tank. The tank is the first hydrazine tank developed at GSFC and the first ofits kind to employ aluminum lined composite overwrapped pressure vessel (COPV) and acomplex all aluminum PMD together. Special processing is required to treat the aluminumthat the PMD is made from. The special processing has been developed by ACEI. Althoughthe basic bench scale process has been transferred to GSFC the current advanced flightprocessing methods reside solely with ACEI. The following ten specimens will be provided to ACEI to be tested (1) Two baseline aluminum specimens not drilled. (2)Two aluminum specimens EDM drilled with a tungsten electrode without surfacetreatment. (3)Two aluminum specimens EDM drilled with a tungsten electrode with surface treatment. (4)Two aluminum specimens EDM drilled with a copper electrode without surface treatment. (5)Two aluminum specimens EDM drilled with a copper electrode with surface treatment. The specimen size is 2 x.5 x.04. The specimens with EDM drilled holes will have thesame hole density as the flight hardware. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities statements to perform the effortin writing to the identified point of contact not later than 2:30 p.m. local time on May25, 2010. Such statements will be evaluated solely for the purpose of determining whetheror not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
