Description
Purpose: The purpose of this RFI is to conduct market research to determine if qualified commercial sources exist to satisfy DoD's requirements for Secure Transportation and estimates of what such services might cost. Description : The Defense Business Transformation Agency (BTA) is seeking qualified companies that can provide for Secure Transportation for personnel from Security Firms who are already vetted and working in Afghanistan to perform the following services: - Provide Secure Transportation Services to carry up to 5 personnel at the same time within the greater metropolitan areas in a low profile setting (armored sedans and inconspicuous side arms carried by security detail) in the following cities: Kabu l Kandahar Herat Mazar-i-Sharif Jalalabad - Regional travel will also be required between the cities listed above. - Private Security Firm must have valid Ministry of Interior license and weapons card and USFOR-Afghanistan arming authority that is valid for a minimum of six months after contract award (estimated period of performance June 2010 - November 2010) - All members of security team must have USFOR-Afghanistan badges to enter installations unescorted. Private Security Firm support staff should also be able to obtain access badges - All security team members must be proficient in English - All security team members must have prior experience working with coalition forces - Security Firm must be vetted to do business with JCC-I/A (registered in JCCS and have a business number with JCC-I/A) Place of performance will be in and between the above listed cities in Afghanistan. Submission Instructions and Format: Interested vendors are invited to respond to this Sources Sought Notice by providing the following information (prefer limit of ten (10) pages not inclusive of the cover page, single-spaced, 8.5 x 11 paper, 1 inch margin, and no smaller than 12 point type and compatible with MS Office Word or Adobe PDF format. (1) Name and address of applicant/company (Corporate/Principal Office) (2) Name, telephone number, fax number, and e-mail address of point of contact (3) General Service Administration (GSA) contract number (if applicable) (4) CAGE Code and DUNS Number (if applicable) (5) Business type (6) Capabilities statement which summarizes relevant experience, capabilities, and information consistent with the effort described herein. The capabilities statement should provide sufficiently detailed descriptions to allow an accurate assessment of capabilities, industry practices, and estimates for pricing methodology for the described services. Respondents should include any specific contracts where the respondent was materially involved at a comparable level of effort. This is not a request for proposals. Please do not submit proposals at this time. The BTA is only seeking sources for market research at this time to determine the availability of commercial capabilities in the described areas. Proprietary data will be protected when so designated. Acknowledgement of receipt will not be made. Availability of any formal solicitation will be announced separately. The Government will not pay for any materials provided in response to this Sources Sought Notice or any follow-up information requests. Submittals will not be returned to the sender.
