- THIS IS A PRE-SOLICITATION NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors to provide wood grinding, yard waste grinding and concrete crushing services in support of landfill operations at Marine Corps Base Camp Lejeune, Jacksonville, NC. A complete scope of work will be provided with the solicitation. The NAICS Code for this procurement is 562219 and the annual size standard is $12,500,000.00. The contract term will be a base period of one year plus four 1-year options. Only the base period of the contract will offer a minimum guarantee. The total term of the contract, including all options, will not exceed 60 months. In certain circumstances, the Government may require the Contractor to continue performance for an additional period up to six (6) months under the Option to Extend Services clause. In either case, the Government will not synopsize the options when exercised. This is a new procurement. It does not replace an existing contract. No prior contract information exists. The proposed contract listed here is issued as an unrestrictive procurement. All business concerns may submit offers. Large business concerns are required to submit a subcontracting plan prior to award of the contract. The Government intends to use Streamlined Procedures for Evaluation and Solicitation for Commercial Items. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal and a price (or cost) proposal for evaluation by the Government. The Government will give fair consideration to all awardees in placing orders based on criteria stated in the solicitation. The approximate release date for the solicitation is 21 May 2010. This solicitation will be available in electronic format only. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. Contractors are encouraged to register for the solicitation when downloading from the Navy Electronic Commerce Online (NECO) website. Only registered contractors will be notified via E-mail when amendments to the solicitation are issued. All documents will be in the adobe Acrobat PDF file format via the Internet.
