- Washington Headquarters Service intends to solicit on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Strategic Analysis, Inc. at 3601 Wilson Blvd, Suite 500, Arlington Va 22201 to provide analytical, technical and production services in support of the 11th Quadrennial Review of Military Compensation. The objective is to acquire the services of a contractor who, within the past 10 years, has direct working experience with a QRMC. The contractor must have specific QRMC experience, defined as, but not limited to: (a) knowledge of the QRMC process; (b) coordinating working group and senior advisory panel meetings; (c) providing meeting space for an estimated 30 people located in Arlington County in close proximity to the Metro rail with the space available within seven days notice to host and conduct working group meetings; (d) note taking and transcription of meetings and conferences; (e) researching specific compensation topics to develop issue papers; (f) writing major portions of the final report; and (g) editing services for technical corrections to draft and final report. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with in the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding to this requirement, no later than 3:00pm EST, 20 May 2010. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these items.
