Description
DESCRIPTION The purpose of this announcement is to provide notice that the Golden Gate National Recreation Area Contracting Office contemplates releasing a solicitation numbered N8142100500 on or about 19 May 2010 for renovation of the Fort Mason Officers Club in San Francisco. If the solicitation is released, it will be released through the Department of Interior's (DOI) National Business Center (NBC) website, http://ideasec.nbc.gov and prospective bidders should visit this website from time to time on or after 19 May 2010 to obtain a copy of the solicitation. All future information about this solicitation will be distributed solely through this website. This notice is released in conformance with the requirements of FAR 5.201. PROJECT DESCRIPTION. This is a design-build construction contract, divided into a two part base bid and four bid options that consist of:Base Bid - 1. Design-Build Design: Provide A/E Services for design of the project from Schematic Design through DB Design Development and DB Construction Documents phases, including product selection and interior design, architect's sketch drawings and architect's and/or engineer's construction details as required by the DBC Team during the demolition and construction phases of the project, for review, inspection and approval as required.2. Construction of the Project: Furnish and install all necessary labor, equipment, materials and appurtenances for the satisfactory completion of the scope of work as summarized in the amended schematic design documents, and as developed by the Design-Build Design. It includes any material sampling, testing and analysis, locating, abating and disposing of hazardous materials incidental to the construction work. Bid Options -3. Construct Elevator Pit & Shaft Beyond First Floor: Furnish and install an elevator pit and shaft at the basement and second floor levels for a future 3-stop elevator, including design fees and the work of all interior wall reconfigurations required by the work of Item 4. 4. Elevator Equipment Installation: Furnish and install a 3-stop machine-room-less energy efficient (permanent magnet gearless motor) elevator, including design fees, cab, hoist, electrical and mechanical connections, the work of all structural tie-ins and lobby build out at all floor levels, roof ventilation, an accessible ramp in the floor at basement level and any tributary requirements to meet fire, life safety and accessibility codes and standards not already included in Items 1, 2 and 3 above. 5. Basement Tap Room Rehabilitation: Furnish, install and/or rehabilitate (maintain, repair, upgrade or replace in kind) the room finishes of the "Rathskeller," including any design fees for development of the schematic design documents and any tributary requirements to meet fire, life safety and accessibility codes and standards not already included in Items 1 and 2.6. Kitchen Service Entrance Ramp & Stair: Construct a new ramp and stair in the storage area of the new kitchen, including any design fees for development of the schematic design documents and any tributary requirements to meet fire, life safety and accessibility codes and standards not already included in Items 1 and 2. Unless otherwise provided, the Contractor shall furnish all labor, materials, equipment, tools, transportation, supplies, and supervision to perform all work required to complete the project in accordance with the specification and provisions of the contract. The estimated price range is between $2,000,000 and $4,000,000. PARTICIPATION. The project is advertised as a full and open, two phase competition in accordance with the provisions of FAR 36.300. In Phase One, all prospective offerors may submit a Statement of Qualifications, which shall be considered. Phase Two will be limited to a maximum of five of the most highly qualified offerors for submission of full technical and price proposals. Offers will be evaluated for best value to the Government based on response to the requirements, relevant experience, ability to deliver on time, past performance, key personnel, and price. It is the Government's intent to award a Firm-Fixed Price construction contract for this project. The North American Industry Classification System Code (NAICS) is 236220. The Small Business Size Standard for this procurement is Annual Receipts Less Than $33.5M. All potential sources must register in the Central Contractor Registration (CCR). Offerors must also be registered on the ORCA (http://orca.bpn.govl) website for online representations and certifications. The offer due date will be stated in the solicitation. The entire solicitation will be made available only on the DOI NBC website at http://ideasec.nbc.gov. Paper copies will not be available. No telephone, faxed or mailed requests will be accepted. All notifications of changes to this solicitation shall be made through the Internet; therefore, offerors who have registered are required to review the Internet daily for any changes to the solicitation.
