- THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROCUREMENT. The resulting contract will utilize funds provided by the AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009. Interested parties are notified that the inclusion of unique provisions required in implementing the Act, including those for significant reporting and transparency, will be required of the successful quote. The purpose of this announcement is to make notice that the Forest Service contemplates releasing a Request for Proposal numbered AG-82B1-S-10-0365 on or aboutJune 7, 2010, for the RECOVERY – Upper North Fork Bridge Repairs, Clearwater National Forest. If the Invitation for Bid (IFB) is released, it will be released through this FedBizOpps website, and prospective vendors should visit this FedBizOpps website from time to time on or after June 7, 2010 to obtain a copy of the Invitation for Bid (IFB). This requirement is being solicited as a Invitation for Bid (IFB) under FAR Part 14. Proposals or offers are due at July 7, 2010; 12:00 P.M. MT. A single firm-fixed price type contract will be awarded to the responsible offeror based upon price and other evaluation factors as stated in the solicitation (IAW FAR Part 9, Contractor Qualifications) ALL PROPOSALS SHOULD BE MAILED TO: USDA/FOREST SERVICES ATTN: PHYLLIS R. COBURN-HARRIEL 740 SIMMS ST GOLDEN, CO 80401 RE SOL#: AG-82B1-S-10-0365 PROJECT DESCRIPTION. UPPER NORTH FORK BRIDGE REPAIRS - This contract will consists of bridge repairs on three bridges Kelly Forks, Kelly Creek, and Lake Creek Bridges. Kelly Forks Bridge Repairs: This work will consists of removing log debri at bridge piers, placing riprap at piers for scour mitigation, resealing the bridge expansion joints, and minor bridge retrofits to mitigate against scour failure. This work will also include all other labor, materials and supplies needed to complete the work as required by the contract, plans, and specifications. Kelly Creek Bridge Repairs: This work will consists of removing and replacing the bridge running planks, and repairing concrete spalls on the bridge piers. This work will also include all other labor, materials and supplies needed to complete the work as required by the contract, plans, and specifications. Lake Creek Bridge Repairs: This work consists of removing the existing rail, post, curb and edge of bridge deck, installing new T101 bridge railing, installing new approach guardrail, repairing approach fill, repairing a concrete pier wall, and removing and re-establishing riprap at a concrete pier wall. This work will also include all other labor, materials and supplies needed to complete the work as required by the contract, plans, and specifications. The magnitude of this project IAW FAR 36.204 (c) is between $100,000 and $250,000. There will not be a pre-proposal site visit held on this project. Projected start date is July 12, 2010 with completion not later than September 3, 2010 Performance and Payments will be required per the Miller Act and Davis-Bacon wage rates will apply. PROJECT LOCATION. Kelly Forks Bridge: From U.S. Highway 12, turn north onto State Highway 11, at Greer Junction. Travel north on State Highway 11 to milepost 23, just south of Pierce, ID. At approximately milepost 23, turn east onto USFS Road 250. Travel on USFS Road 250 to the intersection of USFS Road 250 and USFS Road 255 at mile post 46.4, (Kelly Forks Bridge). Kelly Creek Bridge: From U.S. Highway 12, turn north onto State Highway 11, at Greer Junction. Travel north on State Highway 11 to milepost 23, just south of Pierce, ID. At approximately milepost 23, turn east onto USFS Road 250. Travel on USFS Road 250 to the intersection of USFS Road 250 and USFS Road 255 at mile post 46.4, (Kelly Forks Work Center). Travel USFS Road 255 to the intersection of USFS Road 255 and USFS Road 581 at milepost 11. Turn south (Right) onto USFS Road 581 to the project site. Lake Creek Bridge: From U.S. Highway 12, turn north onto State Highway 11, at Greer Junction. Travel north on State Highway 11 to milepost 23, just south of Pierce, ID. At approximately milepost 23, turn east onto USFS Road 250. Travel on USFS Road 250 to the intersection of USFS Road 250 to milepost 64.4 (Lake Creek Bridge).
