- Special Notice The Southeast Louisiana Veterans Healthcare System intends to negotiate/award a sole-source contract under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, to Mindspring Coaching, 1971 SE 73rd Ave., Hillsboro, OR 97123-6562. Mindspring Coaching is an international company and expert in the fields of lean management and six sigma improvement methods. Services provided are to include the following: Assist Improvement Grant Steering Committee, System Redesign Council and Top Management in development of improvement plans and selection of system redesign projects using lean and six sigma techniques, facilitate lean and six sigma teams in clinical areas such as primary care, specialty care, community based clinics, diagnostic services and other clinical areas, provide coaching to system redesign leaders on lean six sigma techniques and principles. This action will result in a Firm Fixed Price contract with a Period of Performance 1 June 2010 through1 September 2010. This Notice of Intent to award a sole source contract is not a request for competitive proposals. There will be no RFP available for competitive proposals. Phone calls will not be accepted. The point of contact for this action is Iris Ramirez, Purchasing Agent. Interested parties may express their interest and provide a Capability Statement to the Purchasing Agent via email at iris.ramirez @va.gov no later than 17 May 2010. A determination not to compete this proposed contract action upon responses to this notice is solely within the discretion of the Government.
