Description
This is a Historically Underutilized Business Zone (HUBZone) set-aside source selection procurement. This procurement is to award an indefinite-delivery indefinite-quantity type contract for munitions response and incidental environmental remediation services. The work will generally provide all personnel, equipment, materials, facilities and management to perform investigations and response actions. The general scope of work may include, but is not limited to, remedial actions at sites which potentially contain munitions and explosives of concern (MEC) and material potentially presenting an explosive hazard (MPPEH) located at Navy and Marine Corps installations and other Government agencies. The work shall be performed predominantly in Guam but may include other areas within the NAVFAC Pacific area of responsibility and other NAVFAC components. Work at the areas of concern may be on or beneath the surface of land areas, and may include beach, marsh, mud flats, surf zone and/or submerged water areas. The work may require capability to perform large-scale multiple projects simultaneously and ability to mobilize for significant and unexpected surge requirements on short-notice. The workload is subject to uncertainty and workload fluctuations may be significant and unexpected throughout the period of the contract. The contract will be awarded with a minimum guarantee of $25,000 for the base period only. The contract performance period will consist of a base period of 12 months and four (4) option periods of 12 months each. The contract amount is estimated at $10,000,000 for each period with a total aggregate maximum of $50,000,000. Award will be made to the responsible offeror whose proposal, conforming to the solicitation, will be most advantageous representing the best value to the Government from a technical and price standpoint. North American Industry Classification System code (NAICS) is 562910 Remediation Services and the annual size standard is $14,000,000. Offerors can view and download the solicitation at https://www.neco.navy.mil when it becomes available on or about 30 May 2010. The due date for receipt of proposals is approximately 30 calendar days from the date of issuance of the solicitation. All interested offerors shall register at the website. No notice of solicitation activity will be provided to interested offerors.
