Description
The U.S. Geological Survey, National Geospatial Programs Office has a requirement for LiDAR data over the Rio Grande Region in New Mexico. The coverage area will be approximately 1250 square miles of the Albuquerque Regional Area, including portions of Bernalillo, Sandoval and Valencia Counties, the City of Socorro, the Albuquerque Metropolitan Region, Rio Grande Floodplain and Rio Grande Corridor. The USGS has the opportunity to obtain all this LiDAR data from the Mid Region Council of Governments at 73% of the cost of the entire project because other agencies and local governments are contributing to this project. The LiDAR data shall be collected to the following specifications: 1) collect data at 1/9 arc second high resolution 2) delivery will be in UTM Zone13 North; units meters 3) format of data deliverables will be in raw point cloud: LAS v1.2 or v1.3 4) Bare Earth Surface DEM: 32-bit floating point raster 5) tiled without overlap: Breaklines for hydroflattening 6) ESRI shapefile with.prj files 7) FGDC-compliant metadata: yes. The data delivery date to the USGS shall be no later than December 31, 2010. All deliverable data and documentation shall be free from restrictions regarding use and distribution. Based on information available at this time, and in accordance with 41 U.S.C. 253, implemented by FAR 6.302-1, the government considers the item specified as a sole source from the Mid Region Council of Governments, 809 Copper Ave NW, Albuquerque, NM 87102-3453 and proposes to negotiate with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services and provide considerable cost sharing are invited to submit in writing an affirmative response to this announcement, and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered non-response to this request without further consideration. Affirmative response shall be received by this office by close of business May 28, 2010 by 3:00 PM Mountain Standard Time. This notice may represent the Government's only official notice of this procurement.
