Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention (CDC), the National Institute for Occupational Safety and Health, ALOSH, Morgantown, WV, Health Effects Lab Division and the Allergy and Clinical Immunology Branch hereby announces its intent to issue a purchase order to Malvern Instruments Incorporated for a STP5942 Long Bench Spraytec real-time spray measurement system and a STP2300 Spraytec inhalation cell. NIOSH is investigating the role of aerosol particles produced during coughing in the spread of influenza. As a part of this work, an aerosol measurement system is needed for two applications. 1) The NIOSH cough aerosol simulation system produces a high concentration aerosol used to study the survival and spread of airborne viruses. A system is needed to measure the aerosol expelled by this system during experiments. The system must be capable of measuring and recording aerosol particle size and concentration for particles from 0.1 to 900 microns in diameter with concentrations up to 1,000,000 particles/cubic centimeter, and with an acquisition rate of at least 2.5 kHz and at least 35 logarithmically-spaced size bins. The system must measure the aerosol properties as the particles are expelled from the cough simulation system without drawing a sample or interfering with the flow of the aerosol. A method of externally triggering the data collection during each cough is also required. 2) Human clinical studies of cough generation during respiratory maneuvers such as coughing are also being conducted as a part of this project. For these studies, a system is needed that is capable of measuring and recording human-generated aerosols over a total particle size range of 0.1 microns to 2 mm. The system may perform these measurements during two separate experiments over two size ranges if necessary. As with the simulation system, an acquisition rate of at least 2.5 kHz and at least 35 ogarithmically-spaced size bins are needed, the system must measure the aerosol properties as the particles are expelled by the patient without removing a sample or interfering with the flow of the aerosol, and a method of externally triggering the data collection during each cough is required. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Malvern Instruments Inc., 117 Flanders Rd, Suite 110, Westborough, MA 01581-1042 as the only source and a purchase order will be issued without any additional notices being posted.
