Description
The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic,Charleston, SC, is issuing N65236-10-R-0058, a Pre-Solicitation notice for six(6) Tactical Mobile Containers for transportation and operation of the GSK(Ground Sigint Kit) Static Systems. These containers will be responsible fortransporting and providing an operations environment for the GSK Staticsystem by protecting the equipment and personnel from adverseenvironmental conditions such as, solar radiation, heavy winds, blowing sandand dust, snow, rain and other environmental conditions. The container willalso provide the user with the means to sustain primary services. The Tactical Mobile Container specifications are included as Attachment 1 and acopy of the attachment is posted at the SPAWARSYSCEN Atlantic E-CommerceBusiness Opportunity webpage https://e-commerce.spawar.navy.mil/command/02/acq/... It is the intent of the Government to award a Firm Fixed Price, sole sourcecontract to AAR Mobility Systems. The FSC Code is 8145. The applicable NorthAmerican Industry Classification System (NAICS) Code is 332439 and the sizestandard is 500 employees. Interested, eligible parties who identify their interest and capability inresponseto this requirement NOT LATER THAN 1400 Hours Eastern Time, 18 May 2010will be reviewed by the Government. A determination by the Government not tocompete this requirement based on responses to this notice is solely within thediscretion of the Government. Information received will normally be consideredsolely for the purpose of determining whether to conduct a competitiveprocurement. All potential sources shall be registered in the CentralContractorRegistration (CCR) to be considered eligible for award. If there is noresponsefrom industry who are capable of fulfilling the requirements, the Governmentwill then continue with a sole-source acquisition to AAR Mobility Systems, 201Haynes Street, Cadillac, MI 49601. Firms are invited to submit the appropriate documentation, literature,brochures and references necessary to support that they possess the requiredcapabilities necessary to meet or exceed the stated requirements. There is afive (5) page limit on data submitted. Responses must include the following:(1) name and address of firm; (2) size of business, including; average annualrevenue for the past three years and number of employees; (3) ownership,including whether: Large, Small, Small Disadvantaged, 8(a), Woman Owned,HUBZone, and/or Veteran Owned Business; (4) number of years in business;(5) two points of contact, including: name, title, phone, fax and e-mailaddress; (6) DUNS Number (if available); (7) affiliate information, includingparent corporation, joint venture partners, potential teaming partners, primecontractor (if potential sub) or subcontractors (if potential prime); (8) thepercentage of work your company can perform with respect to the statedrequirements (Do not include any documentation or percentages for anycompany other than your own. This is an analysis of your company's abilitiesand what it can or cannot perform); (9) a list of customers for relevant workperformed, contract numbers, contract type, dollar value for each contractreferenced, how this work demonstrates capability to perform and a customerpoint of contact with phone number (this information is required to verifyofferor's performance; the Government may contact any reference for furthervalidation); (10) statement that the contractor has or does not have anapproved accounting system as defined in the Federal Acquisition regulation(FAR). This announcement is not a request for competitive proposals.
