Description
The National Cancer Institute (NCI), Cancer Center Research (CCR), Laboratory of Receptor Biology and Gene Expression (LRBGE) plans to procure on a sole source basis the brand name Opera Imaging and Analysis Instrument from PerkinElmer Health Sciences Inc.; 710 Bridgeport Avenue; Shelton, Connecticut 06484-4794. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery Date: 16 weeks from date of award. The acquisition of the proposed Opera Imaging and Analysis Instrument will alleviate a critical shortage of imaging capacity in the NCI CCR High-throughput imaging facility. The proposed instrumentation will enable testing the effects of thousands of different compounds and gene disruptions on fundamental cellular processes. These high-throughput screening assays will identify novel compounds that could ultimately be used as therapeutic agents for different diseases or new gene functions to provide mechanistic insight into cellular processes. A similar Opera reader was acquired in 2009, but demand for the instrument exceeds current capacity. A second machine is required. A closely matched imaging system is required to ensure consistency between experiments. Close matching of equipment will allow users to utilize either one of the two available machines and provides a back-up during times of repair and maintenance of one of the systems. The NCI requires confocal imaging capability with high numerical aperture objectives for the best resolution in four fluorescence channels. The system must provide for stable focus so that specimens do not drift out of focus during the experiment, be optimized for CFP/YFP imaging, and capable of automated, high-throughput imaging of up to 100,000 4 channel image sets in 24 hour periods. 2. Sole Source Justification The following salient characteristics apply to the PerkinElmer Opera Imaging and Analysis Instrument: • Microscope system must utilize the confocal Yokogawa point scanning Nipkow spinning disc technology for optimal low light level, live-cell imaging • True Confocality in X,Y & Z, offering the best possible 3-D resolution • 20x, 40x and 60x Automated Water Immersion Lenses for highest optical performance during unattended measurements • Variable automated magnifications including 20x, 40x, 60x to optimize z sectioning and resolution for the specific application • Primary dichroic filters of 442/561/640nm, 405/440/488nm, 488/561/640 on three separate light/camera paths • Detection filters of 483/35nm, 520/35nm, 540/75nm, 565/40nm, 585/40nm, 600/40nm, 690/50nm • Multiparameter simultaneous four (4) color detection • Instrument must be capable of combined simultaneous and sequential imaging • Point-Confocal excitation wavelengths including 445nm, 488nm, 561nm, 640nm • Simultaneous non confocal UV excitation ranging from 360nm to 410nm and emission ranging from 425nm to 475nm • Three-(3) cooled CCD cameras and one-(1) additional CCD camera for non confocal detection using the UV option The PerkinElmer Opera Imaging and Analysis Instrument is the only known commercial instrument with the unique characteristics critical for research in the NCI. PerkinElmer is the sole manufacturer and distributor of this equipment. No other sources exist to provide this equipment. The features mentioned above which are necessary for the mission of the lab, are not available from any other vendor. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received at the NCI Office of Acquisitions on or before 11:00 AM EST on May 26, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
