Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Molecular Discovery Program (MDP), Molecular Targets Laboratory (MTL), plans to procure on a sole source basis, services to provide recommendation and guidance in the Multi-Domain query for the NCI with Jason Kinser; 12230 Scones Hill Court; Bristow, Virginia 20136-1903. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541690 the business size standard is $7M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance for this procurement shall be three (3) months from the date of award. The MTL, CCR, Mouse Cancer Genetics Program (MCGP), and the Optical Microscopy and Analysis Laboratory (OMAL), SAIC, are collaborating to study the molecular mechanisms of action of unique, natural product drug candidates that have specific activity on brain cancer cell lines in which the neurofibromin-1 gene is defective. In order to further understand the biological mechanism of these drugs from microscope images, the lab must extract quantitative information from the images and then find correlations that explain the effects of the drugs on cells, and rates of changes at different concentrations of the drugs. The Contractor shall provide services in Multi-Domain data query for the NCI. This will allow researchers to detect correlations and associations in the databases to give a better understanding of the underlying mechanisms of action of the drugs in cells. The Contractor will be obtained to address recent issues in data mining that have accrued with the ability to easily collect and store digital data from many different sensors. The proposed Contractor solely developed the processes that will be applied to the acquisition and thus the innovations within the theories are proprietary and not available publicly. Additionally, the computational engines used in the Multi-Domain mining are very recent and also are not publicly available. The proposed Contractor provides the NCI with a unique set of computational tools that are not available from any other source. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on May 27, 2010. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
