Description
The USACE Marine Design Center of the U.S. Army Corps of Engineers, Philadelphia District, intends to initiate an Invitation for Bid (IFB) for the procurement of four (4) new welded steel deck barges for the U.S. Army Corps of Engineers, Mobile District. Two Options for one (1) additional deck barge per option shall be included. The barges will assist in the repair and construction of mooring cells, dolphins, and locks and dams. The barges will be used to transport rip-rap stone, sheet piling, and clamshells. The barges will be designed to safely carry and use onboard a backhoe or a man lift. Two barges will be built with cargo boxes with removable cargo box sections at both ends to accommodate transport of stop logs. The other two barges (and two options) will have no cargo box. Each barge shall be 120 feet long, 28 feet wide and 7 feet deep. The barges shall be built and classed with ABS classification for Maltese Cross A-1, Barge, River Service with Reinforcement B notation. A detailed design for the barges will be included as part of the solicitation package. Period of performance for the contract, including options and delivery, will be 420 days after the award of the contract and Notice to Proceed is given. The NAICS code is 336611 and the size standard is 1,000 employees. The acquisition is 100% set-aside for small business. A bid guarantee and performance and payment bonds will be required; warranty for supplies/services and liquidated damages will apply. The acquisition will be solicited using the Sealed Bid procurement process prescribed in part 14 of the Federal Acquisition Regulations (FAR). The Solicitation Number W912BU-10-B-0012 will be issued on or about 26 May 2010 with a closing date on or about 29 June 2010 at 1300 hours. Hard copies will not be available and written or fax requests will not be accepted. The official media of distribution for this IFB is the web. Contractors may download the solicitation (including any drawings) and any amendments via the Federal Business Opportunities (FedBizOps) web site at www.fbo.gov, on or after the issue date. It is the bidders responsibility to monitor the FedBizOps web site for any amendments. Interested firms must register at FedBizOps in order to access the solicitation. Bidders are responsible for printing copies of the IFB and any amendments. All bids are to be delivered to: U.S. Army Corps of Engineers CENAP-CT-S, Wanamaker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390, ATTN: Robert Hutcheon. All contractors are required to be registered in the DoD Central Contractor Registry (CCR) before award as required by DFARS 204.7300. Information on getting registered may be obtained by accessing the CCR website at www.ccr.gov. Instructions will be included in the solicitation. Also, firms who receive a Federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans.
