- RECOVERY - PER FAR 5.7 THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY; THEREFORE FAR 5.203 DOES NOT APPLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTOR(S) UNDER THE CURRENT CONTRACT NUMBER(S): N/A The Alabama Air National Guard located at Montgomery, AL and the USPFO for Alabama intends to issue a Request for Proposal (RFP) to award a single, firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to remove and replace the roof on Building 1407 at the 187th Fighter Wing, 5187 Selma Highway, Montgomery, Alabama. The removal and replacement of the roof includes, but is not limited to, removal of the existing roof and drainage system; to include coping caps, vents, exhaust fans, gutters, downspouts and any other roof equipment necessary to install a 20-year NDL (No Dollar Limit) warranty roof. The new roofing system is to include a new drainage system. The exterior drainage system should be installed with the gutters highest vertical section at least one inch below roof height. Provide overflow scuppers in parapets at a maximum height of two inches above the primary roof drains. All roof-mounted equipment will be reset to their original positions. Magnitude of the project is between $$250,000.00 and $500,000.00. Construction/contract completion times is anticipated to take approximately 75 days after notice to proceed to include inspection and punch list. The North American Industry classification System (NAICS) code for this work is 238160. The small business size standard is $14.0 million average revenue for the previous three years. This is a total small business set-aside. The tentative date for issuing the solicitation is on or about 24 May 2010. The tentative date for the pre-proposal conference is on or about 8 June 2010 at 9:00 a.m. local time at the 187th Fighter Wing, Montgomery, Alabama. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. All questions for the pre-proposal conference must be submitted by 1 June 2010 via email (preferred) to dorothy.brown@ang.af.mil or by fax to (334) 394-7452. The solicitation closing date is scheduled for on or about 24 June 2010. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DRARS 215.3, source selection procedures. Evaluation factors include Past Performance and Price. The Government intends to award without discussions. Interested offerors must be registered in the DoD Central Contractors Registration (CCR) database. Firms can register via the CCR internet site at http://www.ccr.gov. The solicitation and associated information, plans and specifications will be available. The plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at https://fbo.gov.FedBizOps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. Bidders/offerors cannot log into the FedBizOpps home page and search for data. This solicitation is not a competitive bid and there will not be a formal public bid opening.
