A determination by the Government not to compete with thisproposed contract based upon responses to this notice is solely withinthe discretion of the Government. Information received will normally beconsidered solely for the purpose of determining whether to conduct acompetitive procurement. The solicitation will be available for download on the release date fromwww.fedbizops.gov. No telephone requests. Hardcopies of thesolicitation will not be sent from this office. Thepurpose of the Ombudsman is not to diminish the authority of the programdirector or contracting officer, but to communicate contractor concerns,issues, disagreements, and recommendations to the appropriate governmentpersonnel. When requested, the Ombudsman will maintain strictconfidentiality as to source of the concern. The Ombudsman does notparticipate in the evaluation of proposals or in the source selectionprocess.
