- DESC: The United States Government has a requirement to procure live-fire training ranges to be installed at various geographical locations throughout the world under the Army Targetry System (ATS) program. These ranges will be utilized by U.S. forces and/or its allies for the purpose of developing and improving the combat skills of war fighters used to conduct military exercises and/or participate in actual combat actions against opposing forces. The ATS solicitation will be divided into two segments. Equipment provided under Segment I shall meet the minimum requirements of the Performance Description for Live-Fire Training Ranges (Attachment 0001 of the solicitation). Equipment provided under Segment II shall be capable of two-way communication via the Future Army System of Integrated Targets (FASIT) standards using the Targetry Range Automated Control and Recording (TRACR) software, and shall meet the minimum requirements of the Performance Description for Live-Fire Training Ranges (Attachment 0001 of the solicitation). Offerors may choose to submit proposals in response to Segment I and/or Segment II. Each Segment will be evaluated separately. The ATS Solicitation will result in the award of multiple, Firm Fixed Price, 5 year IDIQ type contracts. The guaranteed minimum quantity for Segment I will be one range from the list of range descriptions included in the solicitation. The guaranteed minimum quantity for Segment II will be a test range to be installed at the Detroit Arsenal in Warren, MI. The combined maximum contract quantity for all contracts resulting from the ATS solicitation will be $475,000,000. The estimated issue date for the ATS solicitation is 2010 May 27. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the internet: http://contracting.tacom.army.mil/CFDATA/SOL/SOL01.CFM Prospective offerors may schedule a Pre-Proposal Conference, to be held at Rock Island Arsenal, by submitting a request via email to timothy.oday@us.army.mil. The deadline for holding Pre-Proposal Conferences will be 14 calendar days after the issuance of the final solicitation. If you have not all ready held a conference, you are highly encouraged to request a Pre-Proposal conference immediately. All requests for Pre-Proposal Conferences shall include the following information: * The full names and titles of each attendee * The offerors date of preference to hold the conference on * Two alternate dates the offeror is available to conduct the conference on in the event that their date of preference is unavailable. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same.
