- Amendment 00002 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Quotations are due no later than 2:00 PM Local Time on 05/14/2010. Submissions shall be made via email to peter.andrews@dhs.gov. Failure to submit a response by the time and date established may result in the quote not being considered. FPS reserves the right to consider quotes received after the submission deadline at its discretion. Contractors are requested to notify Peter J. Andrews via the above email address, peter.andrews@dhs.gov, of their intent to submit a quote as soon as possible. NOTE: Contractors are asked to contact Peter Andrews via email or telephone at 215-521-2261 within one business day of submitting a quote to confirm Government receipt of a quote package. Due to email and server limitations, please limit the size of each email to no more than 7 MB. By submitting quotations, contractors agree to comply with all terms and conditions as set forth in this request for quotation, including the Statement of Work (SOW). Quotation Submission and Evaluation Criteria By submitting quotations, contractors agree to comply with all terms and conditions as set forth in this request for quotation, including the Statement of Work (SOW). Quotation Submission and Evaluation Criteria The quotes shall be comprised of two parts, the first containing the pricing submission and the second containing the technical submission. Vendors shall provide a technical quotation that sufficiently addresses their qualifications and abilities in the following areas/criteria: A. Key Personnel Resume B. Past Performance A. Key Personnel Resume: The contractor shall minimally provide one resume for the position of the Facilitator identified in the SOW. The Government reserves the right to ask for additional resumes to meet the requirements of the SOW. B. Past Performance: The Government will evaluate each Vendor's past performance conducting projects of a similar size, scope and complexity, as proven by the successful management of current and previous contracts of a similar scope, magnitude, and complexity during the last three (3) years. In performing this evaluation, the Government will consider the Vendor's past performance information provided by the Vendor (up to 3) and may consider information obtained from other sources. If there is no relevant past performance information, past performance will be rated as neutral. The completed survey will be used to collect and validate past performance information. References other than those identified in the proposal may be contacted and the information received will be used in the evaluation of past performance. Past performance questionnaires are due by 2:00 p.m. EDT on May 12, 2010. Questionnaires shall be submitted electronically to the following address: peter.andrews@dhs.gov. B. EVALUATION OF CRITERIA Technical Quotation Technical quotations submitted in response to this RFQ will be evaluated as follows: At a minimum, technical proposals shall address the following elements: 1) Key Personnel Resumes: The Government will evaluate the resumes for the Facilitator and the extent to which the vendor's proposal demonstrates that the compliance with the terms of the SOW. 2) Past Performance: The Government will evaluate each Vendor's past performance conducting projects of a similar size, scope and complexity, as proven by the successful management of current and previous contracts of a similar scope, magnitude, and complexity during the last three (3) years. In performing this evaluation, the Government will consider the Vendor's past performance information provided by the Vendor (up to 3) and may consider information obtained from other sources. If there is no relevant past performance information, past performance will be rated as neutral. Page Limitation: Excluding cover pages, and past performance forms and questionnaires, the technical quote (including all non-price factors) is limited to sixteen pages with at least 11pt font and 1" margins. Pages beyond the page limitations will not be evaluated. Price Quote: Contractors are required to submit fixed a unit and extended price for the line item listed to perform the requirements as established in the RFQ. Basis for Selection: FPS will evaluate all responses received using the evaluation criteria set forth in the RFQ. The resulting contract will be issued to the contractor that provides the best value. The non-price factors of Key Personnel Resume and Past Performance are equal in importance. When combined, they are significantly more important than price.
