- Description
- RECOVERY- The Department of Commerce's, National Institute of Standards and Technology (NIST) located in Gaithersburg, Maryland intends to upgrade laboratory lighting by replacing T12 bulbs/magnetic ballasts with T5 bulbs/electric ballasts and install occupancy sensors in various buildings. The objective of this acquisition is to decrease energy consumption. This procurement is being solicited as an 8(a) small business set-aside. The NAICS code applicable to this Request for Quote (RFQ) is 238210, and the corresponding size standard for determining whether or not a firm qualifies as a small business is $14.0 million in average annual receipts (gross) over the past three years. The RFQ will be issued using simplified acquisition procedures under FAR part 13.5- Test Program for Certain Commercial Items. The RFQ is anticipated to be issued on or around May 19, 2010, with an order anticipated in July 2010. A pre-quote conference with site visit will be held, with the scheduled date to be identified in the RFQ. The period of performance shall be eight (8) months after the notice to proceed is issued. Quoters that do not meet ALL the requirements or are not submitted within the allotted time may not be considered. An order will be issued to the quoter with the lowest priced technically acceptable quote. Quotes will be evaluated in accordance with the the evaluation criteria identified in the RFQ. All contractors doing business with the Federal Government are required to be registered with the Central Contractor Registry (CCR) and the On-Line Representations and Certifications Application (ORCA). To register with the CCR and ORCA and become eligible to receive an award, all offerors must have a Dun and Bradstreet Data Universal Numbering System (DUNS) identifier. A DUNS number may be acquired free of charge by contacting Dun and Bradstreet at 800-234-3867 or on line at https://www.dnb.com and opening "get a D&B D-U-N-S number". Vendors will be responsible for obtaining this RFQ and related Amendments, if any, from www.fbo.gov after the RFQ has been posted. It is, and will continue to be, the responsibility of each potential vendor to monitor www.fbo.gov for any amendments or other information related to the RFQ; the Government will not be maintaining a mailing list.
