Description
"The Department of the Treasury Office of Emergency Programs (OEP) is seeking information regarding potential existing commercial off the shelf (COTS) solutions for an enterprise wide emergency management, situational awareness, and information sharing system that provides a common operating picture for Treasury and non-Treasury personnel, assets, operations and essential functions. This system will be web based, operated and accessible Department-wide within the Treasury Intranet, with the primary server(s) hosted by Treasury. The vendor will provide options for a back-up system with secure full service hosting. The primary and back-up system will meet federal information technology and security policies identified by the Office of Management and Budget (OMB) and the National Institute of Standards and Technology (NIST). The system will provide predefined and user customizable menus, forms, and processes to monitor, report and manage all-hazard emergency events and incidents world-wide. It will enable reporting, monitoring and disseminating Office, Bureau, and Department-level COOP Status Reports, Spot and Situation Reports, and other ad-hoc reporting. The system will use open data exchange standards (EDXML (CAP, EDXL-RM, EDXL-SR, EDXL-DE), NWEM) and will integrate all-hazard alerting from a subscription service. It will include a geo-spatial capability through an Open Layers mapping client which can utilize available mapping content for base map (ESRI, BING, Google, etc.), via ability to utilize open mapping data standards (GeoRSS, KML, WMS). It will provide a database of several fields to identify facilities and display these on the map. It must be able to integrate with FEMA IPAWS DM Open interoperability facility enabling exchange of information with the US Emergency Management community, including both the federal, state and local government and public sector. It must have the ability to perform complex, automated reporting using a reporting package integrated with the application and the ability to create and use dynamic dashboards which display key Treasury OEP metrics in real-time. The system will be supported by a 24/7 support and maintenance "helpdesk". The vendor will provide software engineering staff, maintenance staff and related support systems, as well as professional emergency management consulting staff to provide Treasury with the latest and emerging technologies and best practices in emergency management.
