- Draft Contract Area Map Draft Experience FS-6500-25 FS-6500-24 Draft Wage Determination Draft Appendix C Draft Appendix B Draft Appendix A Draft Solicitation The Gifford Pinchot National Forest, Washington, intends to acquire by contract: salvage of trees on 263 acres (less 24 acres no cut, net of 239 acres) using a designation by description prescription that will remove dead and dying trees, and reduce the tree densities around large ponderosa pine. Unit boundaries include 24 acres of no-cut and no treatment areas. A ground-based logging system will be used to remove the logs. Approximately 1000 feet of temporary road may be approved to remove timber. This solicitation and any resultant contract is a stewardship project in accordance with Section 323 of Public Law 108-7 (16 U.S.C. 2104 Note, as revised February 28, 2003 to reflect sec. 323 of J.J. Res. 2 as enrolled), the Consolidated Appropriations Resolution, 2003, amending Public Law 105-277, sec. 347. This is a commercial item acquisition that has been tailored to fit the Government’s method of trading goods for services. Resulting contract will be an Integrated Resource Service Contract (IRSC) with provision for timber removal. This project is located within Section 24, T. 7 N, R. 10 E., W.M., Surveyed, Yakima County, Washington. Period for performance is from August 01, 2010, to December 15, 2011. Project Manager is Mr. Jon Nakae, 509-395-3480. The government will proceed to issue a solicitation as a Request for Proposals. This acquisition is not restricted to small businesses. Offerors will be evaluated on total cost to the Government; experience; past performance; and managers, key personnel, and subcontractors. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. Experience, past performance, and managers, key personnel, and subcontractors when combined are as important as total cost to the Government Service Contract Act wage rates apply to any resulting contract. The proposed contract-type is firm-fixed price. A draft solicitation has been posted for comment with this notice. The official solicitation will be released on or about MAY 27, 2010. The Forest Service is planning a pre-proposal conference, during which potential Offerors may obtain a better understanding of the work required. The pre-proposal conference will be held at the Mt. Adams Ranger Station, 2455 Hwy. 141, Trout Lake, WA 98650, at 2:00 p.m. on Friday, May 21, 2010.. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
