- This contract action was accomplished using other than competitive procedures because the agency head has determined that it is not in the public interest to compete this action of a full and open basis (FAR 6.302-7). See posted J&A for further information. Changes This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Corps of Engineers (USACE) St. Paul District intends to award a Firm Fixed Price contract. This requirement consists of providing sewer services for the USACE Lake Ashtabula Project Office in Valley City, ND. This solicitation will be issued in accordance with FAR Part 12 and evaluated in accordance with FAR Part 13. This procurement is 100 percent set aside for small business concerns. The associated North American Industrial Classification (NAICS) code is 562991 and the business size standard is less than $6.5Million. This requirement consists of one (1) base year with four(4) option years. See Statement of work for additional information. The contracts period of performance dates is 1 May 30 April with an actual performance period of 1 May through 30 Sept of each year or as determined by Park Administration. This synopsis/solicitation incorporates one or more clauses and provisions by reference with the same force and effect as if they were stated in full text.
