Description
THIS IS NOT A SOLICITATION ANNOUNCEMENT. This sources sought is for information and planning purposes only and is issued for the purpose of market research in accordance with FAR Part 10. The Dept of the Army, Mission Installation Contracting Command (MICC), Ft. Dix, NJ is currently requesting information to determine the existence of viable large and small businesses that are interested and capable of performing the work described herein. Responses are welcome from all business sources. This sources sought is not limited to any socioeconomic program and/or business set-side. As a result of this notice, the Government may issue a Request for Proposal; however there is no solicitation available at this time. This notice is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication that the Government will contract for the items contained herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this sources sought notice. Any responses received will not be used as a proposal. This is not a request for proposals and in no way obligates the Government to award any contract. REQUIREMENT: The Technology Integration Division Support/Directorate of Language Sciences & Technology/Defense Language Institute Foreign Language Center of the United States Government is seeking businesses, located in the United States, that can provide development support - specializing in the areas of graphic design, instructional design, multimedia and Flash development. This support will provide assistance in creating educational interactive language and cultural web-based products to be used by the U.S. Military. These products will introduce the Warfighter to foreign languages and become a vital part of their pre-deployment training. It is anticipated that the key personnel required for this effort will consist of a Contract Manager, Flash Developers, Animators, Content Writers, and a Quality Assurance Specialist. Specific Technical Capabilities are as follows: Flash Developers should have demonstrated experience in Adobe Creative Suite 4 (CS4) applications to deliver 4,000 target languages authentic culturally specific illustrations with animation (level 2), formatted in four (4) different file formats in two (2) or three (3) different sizes. Additionally, Flash Developers should have demonstrated experience in ActionScript 3 or 4 and Flex developing framework, output templates to an interactivity level 3 or 4 for different languages. The output template description is multilayered with embedded grammar notes, cultural notes, feedback and hints; each template will be functioning inside the framework and as a stand alone. The Framework will be SCORM 2004 compliant and testing should be conducted using Mozilla, Opera, Explorer Netscape, Chrome, and Safari. Animators (Avatar) should have demonstrated ability in Poser or Frontier to develop animation for each phrase after building phoneme templates language specific, creating a pronunciation guide as well as creating settings for scenarios and light effects. Content Writers will be responsible for content design, translation, edits, transliteration, and content recording in the target languages (Kurmanji, Uzbek, Levantine, Cebuano, Chavacano, Tausug, Turkmen, Pashto, Dari, Punjabi, Somali, Swahili, Baluchi, Bengali, Berber, Ibo, Portuguese, Yoruba, Indonesian). Writing feedback, grammatical notes, cultural notes, and hints are also required. Content Writers should also have a proven background in successfully and effectively writing an extensive curriculum, an understanding of level articulation, ability to design a clear, articulated curriculum with clearly defined unit/module objectives and lesson objectives, and the ability to breakdown a given curriculum into individual units, modules, lessons, and activities, for the lesson plan/activity writer. Content Writers should also be able to create effective modular templates, with a wide enough scope for multiple languages, and be able to effectively QC lessons/activity to ensure recycling, scaffolding, and appropriate progression of language and concepts in materials. The intended award will be for a base year with two option years. The North American Classification Code is 541511. Any interested firms should submit a Capability Statement to include experience with similar projects of a comparable magnitude. Statement should include your firms general background, experience, qualifications, and industry specific awards. A special notation should be made of similar or related programs performed for the Government including documentation with reference to applicable contract numbers.
