Description
NAEP-STATE TECHNICAL OPERATIONS COOPERATIVE - erne 100004 NAEP-STATE TECHNICAL OPERATIONS COOPERATIVE The Department of Education (ED) is seeking capability statements only from Small Businesses, Small Disadvantaged Businesses, 8(a) Hub zone contractors. Should two or more small businesses be deemed capable of providing these services, ED will set aside this contract exclusively for small businesses. Note: You are welcome to partner with large business vendors as your sub-contractor. Current contractor's name is: Council of Chief State School Officers (CCSSO). Draft PWS is attached for reference. The U.S. Department of Education (ED) is conducting market research. This Request for Information (RFI) is being used to determine if sufficient interest and capability exists regarding potential future solicitations. This notice is provided as information to the marketplace and is an invitation for interest. Information submitted in response to this RFI may be used as a basis for future solicitations and/or as a basis for more in-depth research of an organization's capability. ED intends to award a five (5) year contract with a base year and four (4) option years which consist of 12 months each. The purposes of this procurement are as follows: 1) to study state technical and operational processes and procedures that may inform NAEP national, state and district assessments as well as NAEP field tests and special studies, and 2) to identify areas where NAEP can improve its processes and procedures to provide more valid and reliable state results. Information Gathering: ED seeks capability statements from only small businesses. Capability Statement Instructions: In reviewing the capability statements for the NCES 2010 NAEP-State Technical and Operations Cooperative contract, NCES will be looking for technical expertise, knowledge, and experience in the following: 1) gaining access to the organization of state education agencies and their assessment programs and of issues that may affect both state participation in NAEP and the quality of NAEP data and reports; 2) issues that may affect both state participation in national assessments such as NAEP and the quality of data and reports. 3) quick turn-around and survey data collections; 4) analysis and reporting of survey results; and 5) data analysis and producing clear and easily understood topic papers for readers with varying degrees of technical expertise. Further, ED will be looking for a general understanding of the following: 6) large national assessments such as NAEP; 7) operational and technical procedures inherent in large multistate assessments; and 8) consensus building around complex issues. ED would like to see capability statements of approximately 10 pages, including a summary of past work as it applies to the items enumerated above, a 3-4 page executive summary or overview, and a 1-2 page brief summary of staffing proposed for the project. Interested small business parties are asked when submitting the Capability Statements to include the following information: 1) Company Name, 2) Mailing Address, and 3) Point of Contact (name, title, e-mail address, and telephone number). The deadline for submitting capability statements (electronically) is Monday, May 10, 2010 by 2:00 p.m. ET via e-mail to the following: Brenda.Jefferson@ed.gov Note: The Government will not pay for the provision of any information nor will it compensate any respondents for providing this information. This notice is NOT A REQUEST FOR PROPOSAL and in no way obligates the Government to award any contract. ED will not be responsible for any costs incurred in responding to this announcement.
