Description
THE NATIONAL INSTITUTES OF HEALTH (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the National Institute of Dental and Craniofacial Research (NIDCR), intends to negotiate with Dr. Margo Adesanya to provide consulting services for the Office of Science Policy and Analysis (OSPA). Background Information: The National Institute of Dental and Craniofacial Research (NIDCR)’s Office of Science Policy and Analysis (OSPA) develops and coordinates science policy and program planning for the Institute, including strategic planning, special planning efforts on specific research issues or initiatives; maintains and updates and institutes science and classification/coding system; and designs and prepares reports on NIDCR scientific programmatic and funding activities. Purpose: The purpose of this requirement is to secure professional services of an individual sufficiently qualified to play a major administrative role in the NIDCR OSPA. This individual must provide critical assistance to full-time NIDCR employees for whom responsibility for planning and reporting activities are only a few of many full-time responsibilities. The Contractor must be familiar with NIDCR’s research portfolio, extramural programs (including clinical research), and the extramural community, and must be well organized, motivated to work independently, and a polished writer. The individual must have experience as a practicing dentist to facilitate their ability to work with both the Government research and clinical/practicing community. Contractor Requirements: (1) Assist in the timely development, review, and delivery of the NIDCR component of a number of high-profile Department-and Agency-level reports (2)Work closely with OSPA and Institute leadership, where necessary, in the development of Planning and Reporting processes; -2009-2013 NIDCR Strategic Plan -Development of FY2012 Research Initiatives -American Recovery and Reinvestment Act (ARRA) (3)Coordinate the effort relating to the Development of FY2012 Research Initiatives -Work with the Division of Extramural Research to develop and bring proposals to the NIDCR Executive Staff Committee for discussion and selection - Work with staff leaders to further develop selected initiatives - Coordinate the posting of these preliminary initiatives for comment by both the NIDCR Advisory Council and the general public - Collect, review, organize, analyze, and provide the Council/public responses to identified staff leaders for each initiative - Distribute draft initiatives and guidance to Executive Staff, along with summary of public comments - Prepare for and coordinate the midpoint meeting with Executive Staff including discussion of each initiative’s relative significance and responsiveness to decision criteria; identification of budget needs, mechanisms, etc. addressing Executive Staff’s questions -Work with the Office of Communication and Health Education to prepare final version in lay language for transmittal to the Office of the Director. (4) Support efforts to implement the provisions of the Patient Protection and Affordable Care Act, including: -Working with the IOM to convene a conference on Pain -Establishing and staffing an Interagency Pain Research Coordinating Committee -Supporting the newly established annual effort of the NIH Pain Research Consortium to develop initiatives for submission to the NIH Director for Common Fund support (5)Coordinate activities with the Director, OSPA Time Line for the Planning/Reporting Activities The project should start immediately and extend through September 30, 2010 Approximate DateActivity/AccomplishmentDeliverable Within 14 days of contract awardMeet with Director of OSPA to discuss expectations and parameters of performanceWritten summary of discussion and resulting decisions/plans agreed upon, due within 30 days of contract award.. OngoingConduct activities described in above scope of work, in consultation with OSPA staff.Brief (one page or less) quarterly report listing activities conducted. Report also shall alert OSPA Director to needs or decision points anticipated for the following quarter. Within 30 days prior to contract expiration.Summary report of activities and accomplishments completed under this contract. Advisement of recommendations for process improvements. Most of the work required can be accomplished by a contractor working from home. Some aspects (reviewing paper files and materials, attending meetings with NIH staff, etc.) need to be accomplished on-site. The reference number for this notice is NHLBI-PB-(DE)-2019-144-DDC The resultant acquisition will be conducted in accordance with FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2005-40. The estimated level effort for this requirement is not expected to exceed 330 hours for four months. The total estimated amount of this contract is NOT expected to exceed the simplified acquisition threshold of $100,000.00. The intended procurement will be classified under North American Industry Classification System code 541690, with size standard of $7.0million. The sole source basis is determined based on Dr. Margo Adesanya knowledge, experience, and skills needed to accomplish the task with the quality and speed necessary. Dr. Adesanya is extremely familiar with the NIH and NIDCR, dental public health issues and relevant stakeholders, and with oral health research. She has extensive experience with NIDCR extramural programs and clinical research, and she possesses exemplary analytic and writing skills, and is able to work at least a portion of the time on the NIH campus. While serving as Program Director for Patient-Oriented Research at NIDCR, she worked with both program staff and clinical investigators, two groups she will need to work with well and frequently in order to fulfill the needs of this contract. Dr. Adesanya is considered essential to the mission of the NIDCR Program. Dr. Adesanya’s ongoing participation provides continuity of experience, institutional memory, and eliminates additional time and resources required for recruitment, training and retention of other individuals with this specialized skill set. Therefore, Dr. Adesanya is the only logical choice based upon all critical factors (i.e., knowledge, skills, abilities, experience) temporal and geographic availability, and competitive considerations. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by May 7, 2010, 7:30am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
