Description
RECOVERY: Little Therriault Trail Bridge, Rock Creek Trail Bridges 2 and 4 and St. Paul Trail Bridge THIS CONTRACTING ACTION IS BEING OFFERED UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT. Little Therriault Trail Bridge – Remove and deliver to Ant Flat, the existing Little Therriault wooden bridge. Furnish and install a new structural timber and lumber trail bridge. Site is accessible by equipment. Rock Creek Trail Bridges 2 and 4 - The project consists of removing the existing bridges and furnishing and installing a 40 foot long by 13 foot wide timber bridge at location #2 and furnishing and installing a 40 foot long by 6 foot wide timber bridge at location #4. St. Paul Trail Bridge – This project consists of removing and disposing of existing St. Paul Trail Bridge; furnishing and installing new timber bridge. This bridge is in wilderness; therefore, no mechanized equipment is allowed. Little Therriault Trail Bridge is located in Township 37 North, Range 25 West, Section 30. From Eureka, Montana, go west on MT 93 approximately 9 miles to Graves Creek NFSR #114, turn north on NFSR #114, go approximately 15 miles to the junction with NFSR #319, turn north on NFSR 319 and go approximately 16 miles to Little Therriault Lake Campground. Trail bridge is located approximately 4000 feet from the campground across a meadow. The Rock Creek trail bridge #2 is located 1.5 miles from Rock Lake Trailhead on Rock Lake Trail #935 in T26N, R31 W, Section 6. Rock Creek trail bridge #4 is located 2.8 miles from Rock Lake Trailhead on Rock Lake Trail #935 in T27N, R31W, Section 31. Directions to Rock Lake Trailhead from Noxon, MT – From Noxon go 1.75 miles east on US 200 to Rock Creek Road NFSR #150, turn north on NFSR#150 and follow for 5.6 miles, turn west onto NFSR #150A, go 1.24 miles to end of road, which is the Rock Lake Trailhead St. Paul trail bridge is approximately 1.3 miles from St. Paul Lake Trailhead on St. Paul trail #546 in T27N, R32W, Section 11. From Noxon, Montana, go west 5 miles on US 200 to MT 56, Bull Lake highway, turn north on MT 56, at MP 8 turn west on NFSR #407, follow NFSR #407 for 5.67 miles to the end of road which is the St. Paul Lake Trailhead. No formal pre-proposal site visit will be conducted but offerors are encouraged to visit the site. Offerors are also encouraged to review Federal Acquisition Regulation (FAR) provision 52.237-1, Site Visit (Apr 1984). Failure of the Contractor to ascertain the nature, location, and conditions which affect the work will not relieve the contractor from the responsibility for successfully performing the work without additional expense to the Government. For additional information regarding the site, contact Wayne Kroger at 406-295-4693 and Chuck Gondeior at 406-296-7115. Performance and Payment bonds will be required. In addition, a 20% bid guarantee will also be required. Davis Bacon wage rates will apply. It is estimated that work will begin around July 15, 2010. Little Therriault trail Bridge must be completed by September 15, 2010. Rock Creek 2 and 4 and St Paul Bridges must be completed by October 15, 2011. The project cost estimate is between $25,000 and $100,000 for each structure. All responsible small businesses may submit a proposal which will be considered by the Government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on part of the offeror will render a proposal ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 888-227-2423 or via the Internet at http://www.ccr.gov//. The solicitation package is anticipated to be available electronically on or about May 20, 2010 with an anticipated closing date of June 21, 2010. NOTE: THIS PRE-SOLICITATION HAS A DUE DATE THAT IS FOR PLANNING PURPOSES ONLY. THE OFFICIAL DUE DATE WILL BE INDICATED IN THE REQUEST FOR PROPOSAL. ARRA Requirement: The Awardee will be subject to Section 1512(c) of the American Recovery and Reinvestment Act which requires each contractor to report on its use of Recovery Funds under the awarded contract. These reports will be made available to the public.
