Description
Naval Facilities Engineering Command (NAVFAC), Southwest, San Diego, California, is preparing to release a Request for Proposal (RFP) for Natural and Cultural Resources Surveying and Mapping of Sites at various locations in Alaska, Arizona, California, New Mexico, Nevada, Oregon, Washington, Guam, and Hawaii. However, the majority of work will be performed in California. This procurement is set-aside 100% for small business. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 541690, Other Scientific Technical Consulting Services and the size standard is $7.0M. The Government's intent is to award a single firm fixed-price Indefinite Delivery/Indefinite Quantity contract. The resulting contract will be awarded for a base period of one year with four one year options periods. The minimum guarantee is $5,000. The minimum guarantee applies to the five-year term of the contract. The aggregate value of task orders issued under the resulting contract shall not exceed $10,000,000. The Government intent is to award without discussions. The Contractor shall furnish all labor, management, supervision, tools, materials, equipment, travel and transportation necessary to provide services to identify, survey, map and analyze natural resources, habitats and the vegetation, marine, and wildlife components thereof and/or cultural resources sites and their related components by providing Global Positioning System (GPS) and sonar resources surveys, data management, and aerial photography services at various locations. The work consists of mapping of terrestrial and marine (in waters less than 40 meters in depth) biological communities, surveying designated areas for vegetation and wildlife presence and density, utilizing Side Scan and Single Beam Sonar, as well as GPS to conduct surveys, preparing maps using either aerial photos, existing maps and GIS data, with photographs GIS analysis and maps, and preparing reports, and preparing stereo aerial photographs. Services required by this solicitation do no require the services of a registered surveyor or architects and engineers. The mapping required by this solicitation is not associated with the research planning, development, design, construction, or alteration of real property. The statement of work will not require a certified survey required for legal description. The solicitation requires mapping and data management services only for the purpose of mapping numerous natural resources within distinct polygons, FAR Part 36 is not applicable to this solicitation. FAR Part 15 is applicable to this acquisition. Contracts will be awarded based on "Best Value" to the Government, price and other factors considered. Proposals will be evaluated based on the following evaluation factors: Factor 1 - Past Performance/Safety (Sub-Factors 1.1 Past Performance of the Offeror and Offeror's Team, 1.2 Past Performance Safety of the Offeror and Offeror's Team); Factor 2 - Technical, (Sub-factors 2.1 Experience, 2.2 Management Approach, 2.3 Health and Safety, 2.4 Sample Plans and Reports); and Factor 3 - Price. The solicitation will be available by electronic media only and can be downloaded free of charge via the Internet World Wide Web at http://neco.navy.mil or http://www.fbo.gov under pre-solicitation notice N62473-10-R-0813. There will be no paper copies of this solicitation issued. Amendments will be posted on the NECO and FEDBIZZOPS web sites for downloading. This will be the only method of distribution; therefore, it is the offeror(s) responsibility to check the web sites periodically for any amendment to this solicitation. Offeror(s) must be registered in the Contractor's Central Registration (CCR) http://www.ccr.gov and be eligible to participate in this procurement. The solicitation issue date is on or about 18 May 2010. The closing date set for receipt of proposals is 21 June 2010, 2:00 PM local time.
