- The U.S. Department of Energy, Southwestern Power Administration(Southwestern) intends to issue a Request for Proposal (RFP) to construct one new microwave radio communication site, sixteen microwave radio tower replacements, fifteen microwave tower removals, five total site removals, radio and antenna system installation/removals, electrical building/generator installations, and associated secondary power service on the U.S. Army Corps of Engineers and Southwesterns Radio Sites at the following locations: Allen, OK; Bennington, OK; Bethel, AR; Ft. Gibson, OK; Gore, OK; Hardy, MO; Idalia, AR; Kiamichi, OK; Malden, MO; Melbourne, AR; Moodys, OK; Paragould, AR; Piggott Radio, AR; Selmore, MO; Springfield, MO; Stockton, MO; Tupelo, OK; Bald Hill, OK; Bull Shoals, MO; Henryetta, OK; Hercules, MO; Norfork, AR; Piggott Sub, AR; Poteau Mtn., OK; Red Fork, OK; Table Rock Radio, MO; Weleetka, OK; Broken Bow Powerhouse, OK; Broken Bow Project Office, OK; Jenkins, MO; Lamar, OK; Winesburg, AR; Decatur, AR; Humphrey Mtn., MO; Van Buren, AR; Crane, MO; Short Mtn., OK; Sulphur Rock, AR; Kansas, OK; Poplar Bluff, MO; R.S. Kerr, OK; Sugar Camp, MO; Bennington, OK. Work generally consists of, but is not limited to, the addition of new self-supporting microwave towers, foundations and accessories with antennas and feed lines; the addition of new radio/generator building and foundations; the installation of standby generator sets and accessories; the installation of new LP tanks and piping; the addition of secondary power service to the new radio/generator buildings; the removal and relocation/stacking of existing guyed radio towers; and the removal and disposal of existing radio buildings and associated equipment and materials. All work shall be in accordance with both the general specifications, site specific statements of work, and site plans/drawings incorporated in the solicitation package. In accordance with FAR 19.10, Small Business Competitiveness Demonstration Program, this project is Unrestricted. However, Small Businesses are not precluded from participating and are encouraged to submit a proposal. The applicable North American Industry Classification System (NAICS) code for this acquisition is 237130 and the small business size standard is $31 million. The magnitude of this project is estimated more than $10,000,000.00. Contractor registration in the Governments Central Contractor Registry (CCR) is required in order to be eligible for contract award. Registration may be completed and information regarding the registration process may be obtained at http://www.ccr.gov. The solicitation package will be issued on or about May 31, 2010 with proposals being due on or about July 22, 2010. Once issued, solicitation documents will not be available electronically for download.
