Description
Contractors should take note because this work is being funded by the America Recover and Reinvestment Act (ARRA). There are special requirements and clauses associated with this act and they will be located in section 00800 of the solicitation. The most up today information on ARRA requirements can be found at: http://www.recovery.gov/ & http://www.federalreporting.gov Contractors are encouraged to review the OMB guidance for specific reporting requirements associated with receiving funds made available under ARRA. The U. S. Army Corps intends to award a contract to design, construct and install six pumps to replace the existing six pumps at the John Day Dam, North Fish Ladder entrance. This work will include a new power distribution center, variable frequency drives and controls. Currently there is not enough funding to purchase all six pumps this fiscal year so the acquisition of the pumps is being spread over a base plus option period of four years to allow for additional funding. A Site Safety and Health Officer (SSHO) shall be provided for all new contracts with the U.S. Army Corps of Engineers, Portland District. For this project the person designated as the SSHO is required to have a minimum of 3 years safety work with similar projects and a 30 Hour OSHA construction safety class, or equivalent, taken within the last 3 years. The SSHO may have other duties for this work that include being the Contractor on-site Project Manager and/or the on-site CQC Manager or other responsible individual. A draft RFP was provided earlier that only contains the specifications for the pump design and installation. Currently full plans and specifications for the power and controls is being peformed and will be available to the short list of contractors at a later date. This procurement will have two phases of evaluations. The first phase will require interested parties to submit past experience, past performance, qualifications and other information that can be found in the RFP Phase I file. A source selection board will convene to determine the most qualified candidates. The board shall select the top three of the most qualified candidates to participate in the second phase of evaluations. The second phase will require the top three candidates to submit further technical data along with pricing. The award will be made to the candidate which offers the best value to the government using the trade off annalysis method of selection. The NAICS code for this contract is 333911. The magnitude of construction for this solicitation is greater than $10,000,000.00. Capability to bond for the full amount of the contract will be required upon award.
