- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (i) INTRODUCTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and in conjunction with FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The US Army Research, Development and Engineering Command Contracting Center, Natick Contracting Division (NCD) has a need for a telephone system to support a new office in Milford, MA and an existing office in Natick, MA. The contract award will consist of the supply, installation, training and service for the Milford system and an option for the supply, installation, training and service of the Natick system. The optional tasks may be awarded after the base contract tasks are awarded, however NCD reserves the right not to award any line item marked OPTION. (ii) SOLICITATION TYPE This solicitation (numbered W91A2K00852006) is issued as a request for quotation (RFQ). (iii) CURRENTNESS This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-40. (iv) SET ASIDE This acquisition is set aside 100% for small businesses under NAICS 423610. For this acquisition, businesses with fewer than 500 employees will be considered small. (v) ITEMS: 0001 Telephone System for Milford, MA 0002 Training for Milford, MA 0003 Maintenance & Tech Support for Milford, MA 0004 Installation, configuration, & Deployment of System in Milford, MA 0005 OPTION Telephone System for Natick, MA 0006 OPTION Training for Natick, MA 0007 OPTION Maintenance & Tech Support for Natick, MA 0008 OPTION Installation, configuration, & Deployment of System in Natick, MA (vi) DESCRIPTION OF REQUIREMENTS FOR ITEMS BEING ACQUIRED: Detailed requirements for the items above are described in the Statement of Work, which is available from https://www3.natick.army.mil/current.cfm or by email from John Conlin at john.conlin3@us.army.mil (vii) DELIVERY INFO: Items 0001-0004 shall be delivered or completed by 18 June 2010. Items 0005-0008 shall be delivered within 6 weeks of the exercise of the options by the Government, or, if exercised at the time of award, Items 0001-0004 shall be delivered or completed by 18 June 2010. (viii) INSTRUCTIONS TO VENDORS The provision at FAR 52.212-1, Instructions to Offerors Commercial, applies to this acquisition and is incorporated herein by reference. Specific instructions are available from https://www3.natick.army.mil/current.cfm or by email from John Conlin at john.conlin3@us.army.mil (ix) QUOTE EVALUATION Evaluation Factors: Technical. Quotes shall be evaluated to determine if they meet all of the Performance Requirements and constraints described in the Statement of Work. Delivery. Quotes shall be evaluated to determine if the quoted delivery time meets the Governments required deadline of 18 June 2010 (Section 1.3.2.) Offerors are strongly encouraged to quote shorter delivery times, if possible. Price. The total quoted price shall be evaluated to see if it is reasonable. Award Criteria: The Technical factor is equal in importance to the Delivery factor. The Technical and Delivery factors, when combined, are significantly more important than the Price factor. The Government will award a contract to the quote that represents the best value to the Government. A tradeoff process among the evaluation factors will be used to determine which quote represents the best value. Offerors are cautioned that award may not necessarily be made to the lowest priced quote. (x) REPRESENTATIONS & CERTIFICATIONS Quotes shall be submitted with a completed copy of the provisions at FAR 52.212-3 and DFARS 252.212-7000, unless a completed copy of these provisions is available onlne at ORCA. (xi) TERMS & CONDITIONS The clause at 52.212-4, Contract Terms and Conditions applies to this acquisition and is incorporated herein by reference.
