Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at https://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet. NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-10-Q-2668. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. NUWC Division Newport intends to issue a Firm-Fixed Price contract on a Sole Source basis to Tews Technologies LLC., Reno, NV as they are the only known source for the following items: CLIN 0001- MPC8240-250 MHz 64 MB SDRAM 1+8 MB FLASH FAST ETHERNET FRONT PANEL I/O STANDARD. P/N TVME8240A-11-CC. (QTY 14) Required delivery must be 120 days after award. Partial shipments and payment will be authorized; however, all units must be delivered within 120 days from date of award. F.O.B. Destination Naval Station Newport; Newport, RI. The basis of this Sole Source is that the Encapsulated Harpoon Command and Launch Subsystem (EHCLS) III is the follow on development of the EHCLS II which was designed and built in 2001-2004. Components of the Harpoon Data Processor (HDP) which are identical to that used in the EHCLS II HDP will be used for EHCLS III. These components have already been integrated with system hardware and software and passed both Hardware Qualification Testing and System Final Qualification Testing. Reusing EHCLS II components in the EHCLS III design reduces risk, capitalizes on previously conducted development and test work, and maintains commonality among all EHCLS products reducing provisioning burden while providing a common set of maintenance and operation procedures. Any other components would require extensive development and test efforts at a substantial cost to the government. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. The following addenda or additional terms and conditions apply: none. Offers should include price and delivery terms and the following additional information: none required. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies.
