Description
The General Services Administration has a requirement to solicit for the preventive and predictive maintenance for the electric motors at the Central Heating Plant in Washington, DC. THIS PROCUREMENT IS SET ASIDE FOR SMALL BUSINESS ONLY. OFFERS FROM LARGE BUSINESS WILL NOT BE CONSIDERED. Statement of Work: The successful offeror shall furnish all of the necessary equipment, labor, supplies, and supervision to provide the service of preventive and predictive maintenance of the electric motors in the GSA, Central Heating Plant in Washington, DC. Services are to be provided for a period of one year, with the Government having the unilateral option to extend services for four (4) consecutive additional periods of one year each. Contract Procedures: This requirement will be solicited on a full and open competition basis. A Request for Proposal is required for this Solicitation. Award shall be made in accordance with FAR 15.101-2 Lowest Price Technically Acceptable Source Selection Process (LPTA) to the lowest evaluated price proposal that meets or exceeds the acceptability standards for the non-price factors. A technically acceptable proposal MUST be rated as acceptable for each non-price evaluation factor in order to be considered. A firm fixed price type contract will be awarded to the Offeror with the lowest priced, technically acceptable proposal when the source selection process ends. It is the offeror's responsibility to monitor EPS site at https://www.fbo.gov for the release of all information regarding this requirement. The solicitation will be posted on FBO on or about June 10, 2010. Proposal due date will be noted in the solicitation. Successful offerors must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov per FAR 52.204-7. All prospective offerors are also required to use the Online Representations and Certifications Application (ORCA) in federal solicitations as a part of the proposal submission. You may access ORCA via the following URL, wwww.orca.bpn.gov. Potential offerors should refer to the solicitation package regarding instructions involving the use of ORCA. This announcement represents the Government's official information for this procurement. Any information taken from other publications is used at the sole risk of the Offeror. The acquisition office cannot guarantee the accuracy information contained in other publications. Work to be done in behalf of the General Services Administration, Heating Operations and Transmission Division located at 13 th and C St. SW. The Government hopes with this award of this contract, a solution will be provided to prevent degradation of the motors in the future. A pre-bid meeting, including a walk-through of some of the construction sites, will be scheduled at a later date. Hard hats must be worn during the walk through: therefore all prospective offerors are requested to bring hard hats. Please be advised that any clarifications and/or changes to this solicitation will be made by writing an amendment to the solicitation.
