- Provisions and Clauses The Uniformed Services University of the Health Sciences (USU), located in Bethesda, MD has a requirement for a hematology analyzer. The hematology analyzer will be used by USU researchers to analyze samples for both clinical and basic research requirements. This request for quotes (RFQ) is issued in accordance with FAR Part 12-Acquistion of Commercial Items and FAR Part 13-Simplified Acquistion Procedures. This solicitation incorporates FAC 05-40. The applicable NAICS code for this requirement is 423490 - Scientific laboratory equipment merchant wholesalers. This solicitation is issued as full and open. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. USU is requesting quotes for the Abbott Cell-Dyn 3700, or comparable, hematology analyzer. Required Specifications: •· Able to measure up to 60 different veterinary species •· Operates in a closed format to prevent aerosolization of infectious material •· Measures cell impedance and light scatter Quotes must also included pricing for installation, warranty (minimum 1 year-parts and labor), training and shipping charges (if applicable). Quotes must also state the delivery lead-time. Quotes are due on May 5 th at 10:00 AM EST. Quotes must be emailed to micreenan@usuhs.mil. Faxed or mailed quotes will not be accepted. The resultant single award will be a firm fixed price purchase order to the contractor that represents the best value to the government in terms o f technical, price and delivery. Quoted items must meet the specifications provided in the RFQ to be considered for award. Quotes must include product literature. Contractors must provide sufficient detail in their quotes demonstrating the quoted item meets the specifications listed in the RFQ. All questions must be emailed to micreenan@usuhs.mil by COB May 2 nd Questions will be answered by an amendment to the solicitation. Contractors must also complete DFAR Provision 252.225-7020 (Trade Agreements Certificate), which is included in the attached provisions and clauses.
