Description
RECOVERY ACT PROJECT: Construction Project No. 656-09-144, entitled Install Metering for Electric, Steam and Gas at the VA Medical Center, St. Cloud, Minnesota. This solicitation is issued as an IFB ( Invitation for Bid) construction project, which is 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS firms. All bidders must be registered on www.ccr.gov and https://orca.bpn.gov by the bid due date. The NAICS code is 236220. Contractor shall furnish all labor, tools and equipment required to install a complete and fully functional utilities metering and monitoring system. Work will consist of the installation for steam, water and electrical meters in buildings 2, 3, 5, 8, 9, 10, 11, 14, 95 and 111. Also included shall be the installation of a corresponding fully integrated computer monitoring terminal, data processing system and program capable of producing detailed reports on a per building basis and capable of accepting additional meters. Demolition and construction is inclusive of meter installation, wiring, conduit, j-boxes, control panels, key pads, computer and computer programs and various other items necessary to install a complete new utilities monitoring system in accordance with the plans and specifications. Liquidated damages do NOT apply to this project. Potential offerors to note the OSHA training requirements as listed in the General Requirements section. Work cannot commence until the VA has received proof of required OSHA training. Any amendments issued to this solicitation will ONLY be available on www.fbo.gov. Bidders are advised that they are responsible for obtaining all amendments. NO HARD COPY DOCUMENTS WILL BE AVAILABLE. All project information will be available free of charge on www.fbo.gov. No bidders mailing lists are maintained by the Contracting Officer. The interested parties list is available on www.fbo.gov. The estimated dollar value for this procurement is between $$500,000 to $1,000,000. NO TELEPHONE QUESTIONS WILL BE ACCEPTED. All questions or inquiries must be submitted via email to wendy.hoeschen@va.gov. The solicitation will be issued on or around April 5/12/10. A pre-bid meeting is scheduled for 5/27/10 at 2:00 p.m. CST in Building 3 Room 207C; attendance is not mandatory but is strongly encouraged. A public bid opening will be held on 6/15/10 at 2PM CST when bids are due. Electronic or faxed bids will NOT be accepted. This project requires bidders to secure bonding. Award is subject to the availability of funds.
