Description
N00164-10-R-JN88 - LIGHT DURABLE, RELIABLE, MAGAZINES FOR THE SCAR - FSG 10 - NAICS 332992Issue Date 28 April 2010 - Closing Date 11 May 2010 - Time 2:00 PM EDST This solicitation is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. The objective of this announcement is to release draft performance specification for the Lightweight, Durable, Reliable, Magazine for the MK16 and MK17 SCAR variants with the intent to elicit comment from industry and academia to help further shape the specifications before the release of the solicitation. The closing date for receipt of comments on the LDRMags performance specification(s) is on May 11, 2010. Failure to provide written feedback to the draft performance specifications will not preclude abstaining vendors from bidding on anticipated future solicitations for the Lightweight, Durable, and Reliable, Magazines (LDRMags) for SCAR MK16 "Light" and MK17 "Heavy" variants. This announcement is part of the full and open-competition process, which encourages industry and academia to help shape Government specifications to match what is possible, affordable, and timely. Failure to provide written feedback may result in a future Government performance specification over which the abstaining vendors have limited influence in the acquisition process, and may deprive abstaining vendors of potentially valuable direct interaction with contracting officials and acquisition planners. The anticipated procurement concerns the acquisitions of the Government's intent to procure commercially available Lightweight, Durable, and Reliable, Magazines (LDRMags) for SCAR MK16 "Light" and MK17 "Heavy" variants. The scope of this particular acquisition includes the provision of up to 100 products sample systems for evaluation (50 each for "Light" and/or 50 each for "Heavy"). The LDRMags will be used primarily by USSOCOM units as alternative magazines to the OEM products. This endeavor will culminate in the award of one or two ID/IQ type contracts and the intended acquisition synopsis will be posted at a later date once responses to input regarding the draft performance specification are received and evaluated resulting from this synopsis. It should be noted that during the course of this acquisition program, the Government plans to utilize employees from Science Applications International Corporation (SAIC), Weapons System Technology Integration Center (WSTIAC), Booz Allen Hamilton (BAH), and other direct Government contractors as advisors to the Government participants. This announcement does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award of a contract. The U.S. Government is in no way liable for reimbursement of any companies in response to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Any information provided that is marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. Your interest in this program is appreciated. Questions should be directed to Mr. Nickolas Robbins, contract specialist, Code JXML NF, telephone 812-854-6698, email nickolas.robbins@navy.mil or Mr. Dave Armstrong, code JXNLL, telephone 812-854-5731, email david.armstrong@navy.mil.
