Description
(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii)This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-40(iii)This solicitation is a total small business set-aside, NAICS 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a small business size standard of $14M. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv)The Government intends to issue a firm-fixed price purchase order to the responsible offeror whose total offer represents the best value for the Government. The National Park Service, Statue of Liberty National Monument has a requirement/need to lease two (2) Air Conditioning Units for a period of nineteen (19) weeks, with the option to extend if required by the Government. The package Air Conditioning Units will be used to provide temporary air conditioning to a building located on Liberty Island, while a new HVAC utility is being installed within this building. With the rental units the contractor shall supply electrical cam-lock pig tails, tee connectors and (12) 100 foot lengths of wire to connect these units to the building electrical system. The Government will connect the supplied pig tails to an electrical fused disconnect. The contractor is responsible for connecting the 100 foot cables to the cam lock pig tails to the rental units. The units must have independent fused service disconnects appropriately sized for the unit that is physically attached to the package unit. The contractor shall install local interior thermostats for temperature control of the rental units. The contractor shall cut existing government installed aluminum clad panels and install ductwork (Flex or Metal) for the complete installation of the supply and return air of the rental units. The contractor shall commission the provided rental units after installation. If the rental units fail to operate during the course of the rental period the contractor shall service the unit(s) within 4 hours of receiving a call from the government.(v)DELIVERY and REMOVAL: The contractor shall deliver the units to Ellis Island and WITH THE ASSISTANCE of the Government shall load the units aboard a Government vessel and unload them at Liberty Island. The government will supply (1) extending fork lift with operator that has an overall lifting capacity of 6,000 pounds. Upon lease end, the contractor shall remove the units and all leased equipment associated with this rental from the site and WITH THE ASSISTANCE of the Government, shall load the units aboard a Government vessel and unload them at Ellis Island. The Government shall supply (1) extending fork lift with operator that has an overall lifting capacity of 6,000 pounds.(vi)EQUIPMENT REQUIREMENTS: The vendor shall supply equipment that meets or exceeds the following requirements:1.Two (2) Air Conditioning Units with 208 Volt 3 phase 20 ton package 2.Electrical cam-lock pig tails3.Tee connectors 4.Twelve (12) 100 foot lengths of wire to connect these units to the building electrical system.(vii)LOCATION: Statue of Liberty National Monument, Ellis Island, Liberty Island, New York, NY 10004.(viii)SCHEDULE of SUBMISSIONS: One (1) invoice may be submitted per month.(ix)SCHEDULE: The actual time frame for lease of two (2) Air Conditioning units is nineteen (19) weeks, from May 17, 2010 through September 25, 2010, with the option to extend if required by the Government. (x)DOCUMENTS TO BE INCLUDED IN QUOTE: 1.A firm fixed price quote, using the attached bid schedule.2.Three (3) references of the proposed equipment delivered within the past three (3) years3.Applicable warranty information 4.Name, phone number, and address of your point of contact. (xi)The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. (xii)A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.(xiii)FAR provisions/clauses listed below apply.
