- This is a Combined Synopsis/Solicitation for a commercial item prepared in accordance with FAR Part 12 in conjunction with the policies and procedures for solicitation, evaluation and award as prescribed in FAR Part 15 - Contracting by Negotiation. The requirement is for a maintenance agreement for the Jasco Spectrapolarimeter Model: J-815. Agreement must meet technical requirements listed in Statement of Work below. This procurement is set-aside for a small business that has the ability to provide the requirement listed above. A Firm-Fixed Price Requirements purchase order with a 12 month base year and 4 option years is anticipated. Vendors must be registered in the Central Contractor Registration (CCR) prior to the award of an order. You may register by going to www.ccr.gov. It is the offerors responsibility to monitor the FedBizOpps web page for any amendments. The following FAR clauses apply to this combined synopsis/solicitation: 52.212-1 Instructions to Offerors-Commercial Items 52.212-3 Offeror Representations and Certifications - Commercial Items 52.212-4 Contract Terms and Conditions - Commercial Items 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items This solicitation closes at 12pm eastern standard time on May 27, 2010. Quotes may be faxed, emailed or sent via standard mail. Quotes received after 12pm May 27, 2010 will not be accepted. STATEMENT OF WORK Part I: General Information A. Introduction Maintenance agreement includes software support for computer and hardware support for instrument. The instrument (J-815) was supplied by JASCO. B. Scope The instrument is used for characterization of plasma proteins, protein therapeutics, and protein interactions with various ligands. Part II: Work Requirements A. Technical Requirements  One scheduled preventative maintenance per year at NIH Bldg 29  Visits other than PM if needed for unexpected problems includes parts, labor, and travel expenses  Replacement parts at list price  Support by phone, fax, or e-mail (can call for service between 9:00am to 5:00pm, not on weekends or holidays) B. Deliverables N/A Part III: Supporting Information A. Security Person that comes to work on the instrument is required to use public parking lot and to be issued a temporary pass. Person would also be required to report to guard at Bldg 29B, who will contact FDA employee. FDA employee must escort person to and from work location. B. Place of Performance The work would be performed in the lab where the spectrapolarimeter is located (NIH Bldg 29, Rm 300). C. Period of Performance 9/4/2010 - 9/3/2011 with 4 option years. D.
