Description
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT VIA A GSA CONTRACTOR using Federal Acquisition Regulation FAR Part 13.5, Test Program for Certain Commercial Items. This will be an acquisition under the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. The US Army Research, Development and Engineering Command Contracting Center, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following items: 1290 Infinity Systems: Item# 1 P/N G4220A 1290 Infinity Binary Pump2 each Item# 2 P/N G1316C - 1290 Infinity Thermo Column Compartment2 each Item# 3 P/N G4231B - 2ps/6pt UHP Valve for 1290 Infinity2 each Thermostatted Column Compartment Item# 4 P/N G4226A - 1290 Infinity Autosampler2 each Item # 5 P/N G1330B 1200 Series Thermostat2 each Item# 6 P/N G4208A - 1200 Series Instant Pilot2 each Specifications: Agilent 1290 Infinity Binary Pump (G4220A) must: Have a hydraulic system with two dual pistons in series pumps with servo-controlled variable stroke design and smooth motion control for high pressure mixing Have a settable flow range of 0.001 5 mL/min, in 0.001 mL/min increments, executed in 300pl/step increments Have flow precision of 0.07% RSD or 0.005 min SD, (0.2-5.0 mL/min) when evaluating retention time at room temperature. Contains 1200 bar valve head and all low dispersion capillaries and heat exchangers which are required. GC-QQQ system: Item# 1 GC-QQQ system1 each Specifications: The instrument must include a triple quadrupole mass spectrometer (QQQ) The QQQ mass spectrometer (MS) must meet the following specifications: High sensitivity EI source and ramped-iris for the detector improve sensitivity across the entire mass range (installation specification: S/N 500:1 for 100 fg OFN) Industry leading MRM speed at 500 transitions per second with a minimum dwell time of 1 msec and zero cross-talk A high pressure, linear collision cell with Helium Quench Gas to reduce neutral noise from metastable helium atoms Proprietary hyperbolic quadrupole enhances performance up to 1050 u; the unique stability of the quartz monolith allows the analyzer to be heated to 200C to eliminate contamination commonly seen with metal quadrupoles operated at lower temperatures High-performance chromatography provided by the Agilent 7890A GC Integrated Capillary Flow Technology provides reduced source maintenance, shorter analysis cycle times, and increased column lifetime Small laboratory bench footprint: the mass spectrometer is only 14 inches (35 cm) wide Inert ion sourceprogrammable up to 350Cdelivers enhanced response for active compounds and late eluters Electron Impact (EI) and Chemical Ionization (PCI and NCI) Triple-Axis HED-EM Detector provides lower neutral noise Differentially pumped vacuum system with a single mechanical roughing pump Productivity features such as Agilent Autotune, Batch-at-a-Glance data review, and parameter-less integrator The system must include additional ion sources (EI and CI) specific to the instrument. The system must include a 2-channel, low thermal mass (LTM) oven with LTM columns (DB-1701 and DB-5MS) to allow for faster run times while maintaining suitable chromatography. The system must include the Agilent LTM control software to all for control for up to four LTM modules on one Agilent 7890 system. The system must include a gas chromatograph (GC) The chromatograph must meet or exceed the following specifications: Have retention time repeatability greater than 0.008% Have an area repeatability of greater than 1% RSD. The system must be able to simultaneously support two inlets, three detectors, and four detector signals The system must have 20-ramp oven programming. The system must have 6 heated zones. Use electronic pressure control (EPC) for flow control. Must have the ability to implement up to 6 EPC modules Have pressure setpoint and control precision to 0.001 psi Have atmospheric pressure and temperature compensation. Have a LAN interface for instrument control and communication Have a local keyboard that can set and read instrument parameters. The column oven must have dimensions of 28 x 31 x 16 cm and be able to accommodate up to two 105 m x 0.530 mm id capillary columns. The column oven must have a temperature range of +4 C above ambient up to 450 C. The column oven must have a temperature set point resolution of 1 C. The column oven must have a maximum runtime of 999.99 min The column oven cool down rate must be able to cool from 450 to 50 C in 4.0 minutes for an ambient temperature of 22 C. The GC must have a capillary split/splitless (S/Sl) inlet with electronic pressure control (EPC) The GC must have a mass spectrometer detector interface The GC must have 3 channels of auxiliary electronic pressure control (EPC) The EPC module must be able to set the pressure with increments of 0.001 psi with typical control of 0.001 for the range 0.0000 to 99.999 psi; 0.01 psi for the range 100.00 psi to 150.00 psi. The system must have a multimode inlet allowing for hot split/splitless injections or cold injections. Multimode inlet must have ability to be cooled by both N2 or Air The GC system must have a microfluids Deans Switch. The EPC module must have User select the pressure units of psi, kPa, or bar. The user can specify the carrier gas as He, H2, N2, or argon/methane. The flow sensors for the EPC module must have an accuracy of greater than 5% and repeatability of greater than 0.35% of setpoint, normalized temperature and pressure. The overall GC system must have dimensions no greater than 50 cm (height) x 60 cm (width) x 52 cm (depth). ADDITIONAL INFORMATION: Sole-Source Justification for GC-QQQ SYSTEM The Program requires analytical capabilities with the lowest detection levels achievable. The justifications for the sole-source purchase include: 1) This instrument is the same hardware/software platform as existing capabilities and will allow for higher throughput and advanced capabilities. 2) The vendor is the only manufacturer of instrumentation capable of meeting the technical requirements. 3) The design of the total instrumentation analysis suite incorporates this particular equipment. Sole-Source Justification for the 1290 INFINITY SYSTEMS The Program requires analytical capabilities with the lowest detection levels achievable. The justifications for the sole-source purchase include: 1) This instrument is the same hardware/software platform as existing capabilities and will allow for higher throughput and advanced capabilities. 2) The vendor is the only manufacturer of instrumentation capable of meeting the technical requirements. 3) The design of the total instrumentation analysis suite incorporates this particular equipment. The intended delivery date for the item(s) is June 1st, 2010. The Government intends to award a Firm-Fixed Price sole source contract to Agilent Technologies, Inc., 2850 Centerville Rd., Wilmington DE, 19808-1610. This firm is the developer and manufacturer of the listed products. The associated North America Industry Classification System (NAICS) Code is 334516 and the Business Size Standard is 500. All responses received within five (5) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability and respond to the requirement no later than 2:00 PM Eastern Daylight Time, May 5th, 2010. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
