Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. MONTANA NATIONAL GUARD REQUEST FOR QUOTATION (RFQ) FOR LODGING, MEETING SPACE AND CATERED MEALS Billings Montana, July 17, 2010 Offers shall propose a fixed price for hotel rooms, meeting space and catered meals in Billings, MT. A. Lodging: 1. The Montana National Guard anticipates purchasing 400 each hotel rooms. 200 rooms will be procured on Friday, July 16, 2010 and 200 rooms will be procured on Saturday, July 17, 2010. Check out will occur on the morning of Sunday, May 2, 2010. All quotes must be good through November 20, 2009. Offeror quotes should be for the double occupancy room charges only and should not include state or local tax. Government will provide letter from Montana Department of Revenue documenting its tax exempt status upon request. The government will not be responsible for incidental charges billed to the room by the room guests. B. Meeting Space: 1. The Montana National Guard anticipates purchasing meeting space for use Saturday July 17th. The government would like to have as many soldiers lodged in the same facility as the meeting space, but with the number of folks, other arrangements may need to be made. The government would like to accommodate 400 people (soldiers and their family members). If your facility can not meet this requirement, the government would break out the members into four groups of 100 people in each meeting space. The set up shall be either crescent rounds or classroom style, all looking towards the front of the room where the presenter shall be. The room shall have an American & Montana Flag on either side of the screen, 1 small table with a chair with a power source to accommodate the governments laptop & projector. The government will need 3 rooms for child care to have a bath room &/or sink either in the room or close to the child care area. (Suites are an option). These rooms are to accommodate Toddlers and Babies and if suites or rooms are used, the beds shall be removed from the area. The room outlets shall be covered for the safety of the children. The toddler room shall have a table for the toddlers to eat. The infant room shall have 2 high chairs, and 2 3 recliners or rocking chairs. The Government is expecting approximately 30 children under the age of 5. The 3rd room will be used for toddler activities. The government will need 1 room for the youth activity area. This room shall have bathrooms & a sink or have these facilities close by. 8 rectangular tables are needed in the Youth room near a power source for youth activities; approximately 50 youth are expected to attend. 4 round tables are needed for meals. The rooms need to be available from 6:00 am to 8:00 pm. The main meeting space needs to have water crafts on each table with water glasses available for each of the members attending. There needs to be a registration area with 4 tables and 8 chairs and power sources near buy. There needs to be a separate space to accommodate vendors. 20 rectangular tables are needed WITHOUT skirting in a separate area with a power source near the tables. The government will be utilizing these tables with laptop computers along with the vendors. The event will need one small board room set up to seat 2 to 10 individuals. This room needs to be able to have privacy as it will be used for individual counseling. C. Catered Meals: 1. The Montana National Guard anticipates purchasing of a catered Breakfast, Lunch and Dinner on Saturday June 5, 2010, Meals are required for service in the same facility as the lodging listed above and for service in a room the large meeting space. Please quote 450 adult meals for a buffet style lunch. Please quote a Pasta Bar with Ice Tea or Lemonade and coffee. Youth meals will be the buffet and plated to send to the Youth Activity area. 50 Youth are expected. The Vendor will also need to have a plated kids selection for a childs meal. Please quote chicken tenders, a fruit cup and milk. The kids meal will be served in the kids room. Please quote 30 childrens meals. The government would like to have coffee bar the meeting room in the morning. Please quote the coffee price per gallon. Offers must be CCR registered. The provision of FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Feb 2009) applies to this RFQ. 52.212-3, the clause needs to be completed and a signed copy of this provision shall be submitted with any offer. 52.212-2, Evaluation, Commercial Items (Jan 1999). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price, Past Performance and Technical Capability. Past performance and technical capability, when combined, is less important when compared to price or cost. Vendors are requested to submit past performance information to include persons of contact on their last two contracts for similar products.
