Description
On May 14, 2010, the U.S. Department of Energy (DOE), EnvironmentalManagement Consolidated Business Center is planning to issue a solicitation for a Nickel Sales Agreement. The solicitation will include approximately 15,300 tons of classified and contaminated nickel scrap, including approximately 5,600 tons of shredded nickel scrap currently stored at the East Tennessee Technology Park (ETTP) in Oak Ridge, Tennessee and approximately 9,700 tons of nickel ingots currently stored at the Paducah Gaseous Diffusion Plant (GDP) in Paducah, Kentucky. The proposed sale would be conducted in accordance with 41 CFR 102-38, Sale of Personal Property, and 41 CFR 109, Subchapter H, Utilization and Disposal of Hazardous Materials and Certain Categories of Properties. The buyer will be required to declassify and decontaminate the nickel scrap prior to gaining title. All of the nickel is volumetrically contaminated with relatively low levels of uranium and technetium, with trace quantities of neptunium and plutonium. In addition, all of the nickel is classified and must be managed and processed accordingly. The title transfer and the sale will occur only upon DOE certification of declassification and decontamination of the nickel and compliance with DOE property management requirements. The Buyer bears responsibility, and cost, for all aspects of nickel disposition and its secondary waste and products. The nickel will be transported, processed, and/or reused/recycled into products that will be used in radiologically-controlled applications. This material is NOT intended for unrestricted release for recycling into commerce and no nickel disposition activities will be performed outside of the United States. Proposals are anticipated to be due July 28, 2010. The solicitation will be posted on the Industry Interactive Procurement System (IIPS) at: http://www.pr.doe.gov and the Nickel Disposition website at http://www.emcbc.doe.gov/Nickel. Potential Offerors are encouraged to conduct a through review of the solicitation and submit clarifying questions, if any, as early as possible, but no later than 14 calendar days after issuance of the solicitation, so that the acquisition process can proceed in a timely manner. Offerors may submit questions using the following methods: by e-mail to the Contracting Officer (CO) at Nickel@emcbc.doe.gov, by using the link to this mailbox on the Nickel Disposition website: http://www.emcbc.doe.gov/Nickel or through the Submit Questions feature on the IIPS website. DOE asks that the processes stated above be used rather than mailing letters and/or telephone calls. Any amendments issued, responses to questions (if required), and other official communications from the CO will be posted on the IIPS and the Nickel Disposition website. DOE will offer an opportunity for properly-cleared and pre-registered Prospective Offerors to receive a briefing on the classification issues related to the nickel. The Oak Ridge Office Classification Officer will present the standard that must be met to render the nickel no longer classified as well as classification guidance applicable to the nickel inventory, e.g., specifics on the safeguard and security requirements for the possession, transportation, storage, processing, and disposition. This briefing will be at the confidential restricted data and secret national security information category and level. As such, a DOE L or Q-clearance is required to attend the briefing. The briefing will be held at DOE Oak Ridge Office, Federal Office Building, 200 Administration Road, Oak Ridge, TN 37831, tentatively on or after June 2, 2010. Registration information for the briefing will be posted at the IIPS and the Nickel Disposition website. Attendees must submit all required information within 10 calendar days of the solicitation. The exact location will be provided to attendees. No questions relating to the solicitation will be discussed in this briefing. Only classification related questions will be addressed in this briefing. Prospective Offerors are responsible for checking the IIPS and the Nickel Disposition website frequently for information, notices, and updates regarding this solicitation. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A SALES AGREEMENT.
