- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-40. This announcement constitutes the only full and open competition solicitation and a written solicitation will not be issued. This synopsis, NAICS code 334516, size standard 500, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. Any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Award will be made to the party whose quote offers the best value to the Government. The Government may award this contract to other than the lowest price technically acceptable quote. This solicitation is issued as a Request for Quotation (RFQ). The Food and Drug Administration (FDA) intends to award a purchase order for a maintenance agreement. Statement of Work (SOW) Project Title Maintenance contract for a Waters Nano Acquity HPLC system General Duties / Description of Work The laboratory at the FDA Center for Biologics Evaluation and Research, Division of Bacterial, Parasitic and Allergenic Products requires a service contract to maintain and repair Water UPLC system when needed. This instrument is currently supporting mission-critical research of importance of glycosylation of viral antigens and pathogen-host carbohydrate dependent interactions. The analysis of study samples with this instrument will help FDA understand the carbohydrate role in vaccine production, as well as to test variability in glycans synthesis in different vaccine lots. The HPLC used for that purpose requires periodic maintenance and repair. As this instrument is crucial to the agency's mission it is important that the instrument repairs be in a timely manner. This requires an on-site visit by a qualified service engineer for timely repair of components and restoration and/or maintenance of operating conditions. Location The instrument is located in the Center for Biologics Evaluation and Research Division of Bacterial, Parasitic and Allergenic Products, Room 102, Bld 29, 29 Lincoln Drive, Bethesda, MD 20892. Equipment Use The supplier is to provide all tools, parts, travel, labor, phone support, 1 PM visit and expertise as needed to return the instrument to full service. Period of Performance Base year plus 4 option years. Work Hours Work is performed during the regular working hours, 9:00 am through 5:00 pm weekdays. Excludes Federal Holidays and closures as specified by Executive Orders or through opm.gov. Technical Specifications 1. The service provider shall possess trouble-shooting capabilities based on demonstrable, complete knowledge of the entire instrument, immediate access to certified replacement parts. 2. Service engineers who are trained and certified by the manufacturer shall provide the service. Engineers shall have access to the manufacturer's latest technical developments, repair procedures, application updates, and planned maintenance procedures. 3. The contract shall enable the Project Officer to have access to the manufacturer's call center for technical assistance, which is staffed by senior engineers to provide a high level of expertise for troubleshooting the instrument. 4. The supplier shall be able to guarantee that a service engineer will be able to schedule the on-site visit within two business days of the call and must begin work on-site within one week of scheduling the service. 5. The supplier shall provide all travel, labor and parts at no additional charge. Evaluation Criteria 1. Technical Capability: The contractor can demonstrate they can provide all of the items listed under the technical specifications. 2. Relevant Experience: The contract has provided the same or similar experience to the government or other companies within the last 3 years. 3. Price. Technical Capability and Relevant Experience combined are significantly more important than price. When all other factors are equal, price becomes the determining factor. Award will be made to the party whose quote offers the best value to the Government. The Government may award this contract to other than the lowest price technically acceptable quote.
