Description
This serves as 'Notice of Intent' of Headquarters Air Force Reserve Command (HQ AFRC/A7KA) intent to issue a modification to increase the ceiling on the basic Commandwide O & M Project Execution Contract (COMPEC) on a sole source basis in accordance with FAR 6.302-1. The existing COMPEC contracts are FA6643-08-D-0001 (AECOM), FA6643-08-D-0002 (Weston Solutions), FA6643-08-D-0003 (Geo-Marine Inc), FA6643-08-D-0004 (CDM/CAPE), FA6643-08-D-0005 (ITSI), and FA6643-08-D-0006 (EMR). The increased ceiling is for an additional $78M. The Air Force (AF) plans to extend COMPEC for the six prime contractors under the authority of Title 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(B). There would be significant risk to AF if COMPEC is not extended to bridge the gap between it and the COMPEC II Follow-on acquisition which is currently underway. COMPEC is the commandwide IDIQ for construction projects to improve facility infrastructure at AFRC bases and tenant locations throughout the Continental United States (CONUS). The nature of the acquisition requires the use of the stated exceptions to the general requirement for full and open competition. The increase in the COMPEC ceiling is necessary and will allow AFRC to continue to execute task order contracts during FY10 and FY11 while concurrently AFRC will be establishing a follow-on task order contract for the FY11 and out-year construction programs. By granting the authority for the ceiling increase, this will allow AFRC sufficient time to develop and award a competitive follow-on task order contract for the future construction programs. The follow-on multiple award IDIQ for COMPEC was slated to commence in late 2010, however due to the increased construction program at AFRC, this acquisition had to be accelerated and all reasonable available acquisition resources are now being dedicated to complete the follow-on effort. Conducting a separate competition for a short-term bridge contract would dramatically delay the current competition for the replacement contract and, more importantly, would delay the implementation of a more complex acquisition vehicle to complete the implementation of an acquisition for the command wide construction strategic sourcing IDIQ. NAICS code 237990 applies. Interested sources may identify their interest and capability to respond to the requirement within 15 days after the publication date of this notice of contract action. This notice of intent is not a request for competitive proposals.
