Description
DESCRIPTION: The U.S. Army Corps of Engineers, Philadelphia District, intends to initiate a Request for Quote (RFQ) to have a contractor devise, fabricate and install an alternative power system producing approximately 200 kW that can be integrated with the existing microgrid in place at FOB Denver. The contractor will be given the discretion to propose any non-fossil, non-nuclear energy source for the power generation. A Site Visit will be held to allow all prospective Offerors to inspect the area/site where the system will be installed. The inspection will assist the Offerors with assessing the scope of the job. In addition, it will allow Offerors to gauge the general condition of FOB Denver. While attendance is not mandatory, it is strongly recommended that prospective Offerors participate in this visit. The date of the site visit has not been determined. Notice of the actual date will provided via FEDBIZOPS as an amendment to the solicitation W912BU-10-T-0046. FOB Denver, NTC, FT Irwin, CA is a restricted area. Any interested offeror that wants to attend this site visit must contact Mr. Joseph Barniak within three (3) working days of the date of the site visit. Offerors may contact Mr. Barniak about the site visit, after the date has been published, via telephone (760) 447-3144. Warranty of supplies/services will apply. The acquisition will be solicited using the procurement process prescribed in Parts 12 and 13 of the Federal Acquisition Regulations. The Government will award a Firm Fixed-Priced contract resulting from this solicitation to the responsible offeror, whose offer conforming to the solicitation; will be most advantageous to the Government, price and other non-cost factors considered. Non-cost factors are more important than price. However, price remains a significant factor in determining Best Value. Quotations will be reviewed for completeness and evaluated on their merit against the evaluation factors [listed in descending order of importance]: merit of product offered, past experience, management, resource capability, financing (if requested), past performance, small business participation, and price. Offerors submitting quotes that exceed the minimum requirements may receive additional credit during evaluation. Solicitation Number W912BU-10-T-0046 will be available on or about 29 April 2010. Hard copies will not be available. Written or fax requests will not be accepted. Contractors may download the solicitation (including any drawings) and any amendments via the FedBizOpps web site, www.fbo.gov, on (or after) the RFQ issue date. The official media of distribution for the RFQ is the Web. All amendments to the RFQ will be posted to the FedBizOpps web site. It is the offerors responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Offerors are responsible for printing copies of the RFQ and any amendments. Proposals will be due on, or about, 20 May 2010. The NAICS code is 335312 Motor and Generator Manufacturing, (SIC 3621 Motors and Generators3732) and the size standard is 1,000 employees. All contractors are required to be registered in the DOD Central Contract Registration before award as required by DFARS 204.7300.
