Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY. NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS SYNOPSIS. NO SOLICITATION WILL BE AVAILABLE AT THIS TIME. HOWEVER RESPONSES WILL BE USED TO DETERMINE THE APPROPRIATE ACQUISITION STRATEGY FOR A FUTURE ACQUISITION. The purpose of this announcement is to gain knowledge of potential business sources; with specific interest in Small Businesses, certified 8(a) Small Businesses serviced by SBA districts located within New York, New Jersey, Pennsylvania and Connecticut, certified HUB Zone Small Businesses, and Service-Disabled Veteran-Owned Small Businesses (SDVOSB), The NAICS Code is 238220 (size standard $14,000,000 average annual receipts for preceding three fiscal years). No awards will be made from the responses to this synopsis. No solicitation will be available at this time. Responses will be used to determine appropriate acquisition decisions for a future procurement. BACKGROUND INFORMATION The New York District, U.S. Army Corps of Engineers (District) is preparing plans and specifications for a project at the Stratton VA Medical Center in Albany, New York. This design-bid-build project consists of the replacement of 60 Psi steam lines including the removal of asbestos insulation and piping (supply & condensate) and providing new insulated piping for the 60 Psi steam lines. The project also encompasses plumbing upgrades including replacement of the drain, waste, vent piping, asbestos abatement and re-insulation of the domestic water line risers and waste lines. This is a fully operational VA Heath Care Facility and disruptions to health care must be held to an absolute minimum. The requirement includes phasing different portions of the work. The Contractor shall work closely with the Contracting Officers Representative (COR) and VA Representatives to schedule the areas to be worked on. The work to be performed for the above project includes, but is not limited to, the following: 1. Select removal, repair and restoration of existing wall systems for accessing of plumbing and steam systems as noted on drawings. 2. Abatement of suspected asbestos containing materials including existing pipe insulation. 3. Construction of Asbestos and infection control barriers from finish floor to underside of deck above in locations as noted on drawings. Follow infection control procedures as per the Infection Control Risk Assessment for each area. 4. Riser removal of old cast D,W,V piping and fittings and installation of new Schedule 80 PVC piping and insulation. 5. Removal of Asbestos insulation from domestic Hot, Cold and Recirculation risers and installation of new Non ACM insulation as noted on drawings. 6. Patch, paint and restore all areas damaged/affected from the work to match existing finishes 7. Clean all areas within the Infection control barriers after completion of work and prior to removal of Infection control barriers. Estimated Cost is in the range of $5,000,000 to $10,000,000. SURVEY OF THE CONSTRUCTION CONTRACTOR INDUSTRY The following is a questionnaire designed to apprise the US Army Corps of Engineers, NY District, of any prospective contractors project execution capabilities. Please provide your response to the following questions. 1) What is your DUNS Number and CAGE Code? 2) Is your company a small or large business as defined by the SBA? Are you classified as a Small Business, certified 8(a) Small Business serviced by SBA districts located within New York, New Jersey, Pennsylvania and Connecticut, certified HUB Zone Small Business, or Service-Disabled Veteran-Owned Small Businesses (SDVOSB)? 3) Provide information on two projects that your firm/joint venture worked on in the past five years that included a phased approach in a hospital or similar institution that required close coordination with the customer in a facility that continued to operate during project completion. 4)Would you be willing to bid on the project described above? If the answer is No, please explain why not? 5)Would you be bidding on this project as a sole contractor, prime contractor with subcontractor(s) or as a joint venture? 6)What are the largest contracts (in dollar amounts) on which you were the prime contractor? 7)What is your bonding capacity per contract? What is your total bonding capacity? 8)What experience do you have performing work similar to that stated above? Please note that this notice is not a commitment on the part of the Government to award a contract as a result of this notice or to pay for any information received. This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. The Government should not construe this Sources Sought Synopsis as a commitment for any purpose. The Government does not intend to rank submittals or provide any reply to interested firms.
