Description
The Bureau of Reclamation has a requirement for professional services in the form of a preliminary assessment of a proposed low-head hydroelectric power plant at Bard Water District's Reservation Main Canal turnout from the All-American Canal, Bard, CA. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This requirement is being procured under Simplified Acquisition Procedures (SAP). The North American Industry Classification System (NAICS) Code for this acquisition is: 541330 Engineering Services, small business size standard $4.5 million. This requirement is not set aside for small business. Proposals are being requested and a Request for Quotation (RFQ) number R10PS30153 will be issued to facilitate electronic quotation submissions. Line item 0001 is a small hydropower preliminary assessment. Please see the RFQ for more detail. Determination of award will be based on the lowest priced, technically acceptable responsive quote from a responsible offeror. In other words, contract award will go to the Contractor which quotes the lowest price after meeting all of the lowest price technically acceptable criteria. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-38.
