Description
The Naval Air Warfare Center Aircraft Division (NAWCAD) intends to issue a Basic Ordering Agreement (BOA), and subsequent task/delivery orders, on a SOLE SOURCE basis, with Pratt and Whitney Canada (PW&C), via the Canadian Commercial Corporation (CCC), to provide the following: 1) Technical expertise to USN/USMC O-, I, and Depot level personnel for maintenance, modification, operational and test procedures to improve T-400 engine Safety, Time on Wing, and Reliability; 2) Research and advise commercial problems, best practices and design changes that impact the safety and reliability of common components used on the PT6 and T-400 series engines; 3) Resolve supportability issues, develop and implement new repair procedures, and conduct service evaluations to improve component reliability, maintainability and product performance; 4) Configuration Management support and technical data for reconfiguration changes on fielded components;; 5) Submit Specification Notices/Revisions, report Engineering and Manufacturing Process Changes that affect component part numbers and pending design changes; 6) Prepare and provide Class 1 and Class 2 Engineering Change Proposals (ECP) and Return on Investments Reports; 7) Conduct detailed investigations including current component designs, redesigns, component validation and qualification testing and the development of items required to increase the maintainability and readiness of the T-400 fleet; 8) Furnish updated Source Data to the Government for the purpose of updating existing T-400 publications to include Maintenance and Overhaul Manuals, Illustrated Parts Catalogs, Service Bulletins and Service Information Letters or revision services as applicable, covering the PT6T-2/3B/3BE and PT6T-3D/3DE/3DF engine models as well; 9) Provide Fleet Training worldwide when tasked; and 10) Provide various technical data. The estimated ordering period under the BOA is five years. The total estimated BOA ceiling value for all five years is $3.3M. PW&C is the Original Equipment Manufacturer (OEM) of the T-400 and PT6T engine series and is the only known source with the necessary proprietary data to perform these services. This synopsis is informational only. No Request For Proposal (RFP) is available for competitive bidding; however, interested parties may submit a statement of capability for satisfying this requirement, to include descriptive literature, within 15 days of the post date of this announcement, to the contact person listed above.
