- The Naval Surface Warfare Center Panama City Division intends to award a sole source purchase order to Autonomous Solutions Inc., DBA ASI, 990 North 8000 West, Peterboro, UT 84325-9758 for technical support in the development of a new system for deployment of the Navy's common neutralizer that includes enhanced system performance, incorporation of a standards based (ASE AS-4) Open Architecture, and development of autonomous behaviors. The Operator Control Unit (OCU) utilized for this effort must be suitable for UUV control. Prior efforts by NSWC PCD have taken MOBIUS; an OCU developed by Autonomous Solutions Inc (ASI) and adapted it for use by one of the UUVs used by the Navy. This task will capitalize on those previous efforts and add additional UUV functionality. This effort will build on the MOBIUS version Mobius Hercules v3.0.25956. This version of MOBIUS, that the Government already owns license for, is ASI proprietary. As it is proprietary, and license already owned by government, ASI is the only source able to affect any updates. In addition to the above, one additional Mobius license is being acquired to support the increased efforts under the overall project. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
